According to the audio: A 5-2 vote in favor of the budget. The Associate Superintendent position is still in. Over 30 certified classroom and school professionals are out. Buff and Norman said that they were only responding to the needs of the Superintendent who said some months ago he needed help. According to Armour today, what the Superintendent said was he needed a high school curriculum co-ordinator to help get the four high schools on the same CURRICULUM page.

The Feared Five are just padding their argument for hiring "a person we have in mind who," Hairfield said, "is highly qualified to do curriculum and cut this system's wasteful spending."

"Sounds like you have already hired someone," Armour quipped.

"Well, maybe we have!" responded Hairfield.

Now, who could that be? I thought it took the WHOLE board to hire someone - and only if the Superintendent recommends him or her. I'll have to go back and review the audios again. How could I have missed that???

For all of Hairfield's harping on Randall concerning the system's finianial situation, it didn't take him long to support a budget with $160,000 set aside for an associate superintendent. Taking that out of the budget would have brought the amount of fund balance used to under $200,000. Rick Sherrill is the only name on the list for that position, since that is who the fraud five want. Do the people of this county not remember the open affair he carried on with Betty Terrell when he was here last time. Also, Rick is not a curriculum savvy person which would be needed if that postion were filled. I do not dislke Rick, I just don't think he is needed and I think the money should be saved for other needs in the count. Some schools have run out of white paper and $160,000 would buy a lot of things the children might need.

Armour stated that he felt the board was taking a major step backwards by allowing the slated attrition which will include five assistant principals, 27 teachers, three instructional coaches, one instructional technology specialist, one computer engineer and one maintenance supervisor.

"We're moving backwards and it will have an impact in the classroom," stated Armour. "We're impacting the classroom to put an administrator on the books."


ALL OF THESE CUTS SO THE FAB FIVE CAN PUT IN AN ASSOCIATE SUPER THEY WANT!!!

You must listen to the audio files from this meeting. Sounds like Rob Hairfield already has the Associate Super lined up and ready to go....wow...when did the interviews take place?? Rob even admitted that he might have the person ready to go....what happened to fair hiring practices?????

Listen to the audio. There seems to be a lot of chatter by Buff concerning NOT parking the YELLOW maitenance trucks and going ahead and parking the WHITE trucks.

Buff isn't making his friends tow the line on saving fuel. I understand the husband of a campaign supporter from Forest Hill Elementary drives one of those trucks. Lucky him.

I can honestly see cutting the instructional coaches. What makes me nervous is cutting the computer engineer. You can not base IT on enrollment or staff. You have to look at the number of computers, networks, etc.

Does anyone know how many computers BCPS own? Is it going up?

I am willing to bet that even though the enrollment may be down, the number of computers is going up.

In the audio it mentioned the engineer left for higher pay. Now the rest of the engineers have more responsibility thanks to the board not filling the position. I have learned through my own business, you need good IT. I think it is going to be hard for BCPS to keep good IT help.

Squeezed between rising costs and falling enrollment, the Burke County Schools Board of Education will wrestle with its proposed 2008-09 budget during a special Finance Committee meeting at noon today in the central office.
The school board, by law, must present next year's budget to the Burke County Board of Commissioners on or by May 15, just six days from now.
Urged to adopt the budget at Monday's regular meeting, the board balked.
"I'm not going to support this budget," declared Board Chairman Tim Buff. "Enrollment has dropped every year that I've been here. Every year we've added employees....
"We're dipping into the fund balance again. We just cannot continue this.
"We've got a responsibility to the people of Burke County. Let's roll up our sleeves. Let's get down to this" even if it takes more meetings.
Board member Tracy Norman also questioned drawing down the "fund balance" ? the schools' version of a citizen's savings account ? to cover expenses.
The proposed budget's introductory paragraphs supports their concerns: "It is important to note that using fund balances is treacherous, because we are using non-recurring revenue to fund recurring expenses."
Norman said repeatedly tapping the fund balance to make up for shortfalls in revenue is "kind of like putting a BandAid on a dam."
And she seemed neither satisfied or reassured when school officials said it's not unusual to tap the fund balance when other revenue sources don't meet the district's needs.
Associate Superintendent Randall Brackett explained, "I would say to you the problem we have is the large fund balance we've committed to opening two high schools. We created a large amount of fund balance" in anticipation of opening Patton High School last year and Draughn High School this summer. "We had $3.8 million. We need to keep $1.2 to $1.5 million. We're drawing down $750,000.
"This is a pretty good budget, despite cutting into the fund balance."
The "Local Current Expense Budget" ? so-called because it doesn't include state funds for certified personnel (pri-marily teachers) ? totals $16.45 million. That's about $350,000 (2.1 percent) lower than the 2007-08 budget.
"It has been a particularly difficult budget to balance," admitted Finance Director Keith Lawson.
He said school administrators started work on the budget in February. The Finance Committee had at least four full meetings leading up to this week's presentation, as well as many smaller or informal sessions. Superintendent David Burleson said dozens of people, including department heads, principals, teachers and outside advisers, contributed their input.
One problem in the budget-making process, Lawson noted, is the state legislature has yet to approve its education budget. The school system won't know until later this year how much it will need for non-certified personnel, whose salary increases tend to track along with those the state gives to teachers.
Another unknown is the cost for energy: transportation, heating and cooling.
Utility expenses in the proposed budget jump $300,000 (8.4 percent) to $3.86 million.
"My biggest concern has to be the loss of some positions," said board member Sam Wilkinson who, with Norman and Rob Hairfield, sits on the Finance Committee. "We're going to be roughly 27 positions lower."
The reduction in salaries, supplements and benefits amounts to $858,000 (8.7 percent) from 2007-08 to 2008-09.
Superintendent Burleson hastened to assure people that there will be no layoffs. Instead, the staff size will be re-duced through retirements and by not replacing people who leave voluntarily.
"What we have concentrated on is not affecting the classroom situation," he added. "There will be a little change in class size in the lower grades (through third grade)," but the district will still meet state requirements for allowable class size.
Like Buff, Burleson noted the district is losing students.
At the same time, of course, the district is opening another high school. In 2000, when planning for the new schools began, Freedom High was bursting at the seams, carrying a pupil load of roughly 1.5 times what it was designed to hold. Based on the district's experience opening Patton High School in 2007, the proposed budget for 2008-09 anticipates spending an additional $762,000 for Draughn High School.
"With the exception of the expenditures for Draughn, the proposed budget is a continuation budget with no expan-sion. It'd be nice to have an expansion budget," Burleson said, but he doesn't expect to see one any time soon.

To my knowledge Andy Anderson was double dipping when he came to accept the associate's job.There are many administrators doing it now in our system. This shold be cut pronto.Rick Sherrill is what the principals need because the board does not trust the current administration. He would be good to work on relationships through the board to the principals. Buddy Armour continues to show he just can not deal with the fact he is not in control. Why are they afraid of Rick? And the rumor of affairs, well Sam Wilkinson was seen many times with a teacher at east burke over the years, and Burleson has been seen with Susan Wilson and Rexanna Lowman numerous times. Is teir something going on there? It shows that the elite in burke county are on a level playing field with this board and have no power to get things done.It 's going to be a long four years for some of you.

Buddy answer this, why have so many positionsbeen created while you have been on the board? Why did you and your cohorts create the associate's job? Why are you afraid of Mr. Sherrill? I do realize if you all thought you could get one of yours puppets on board like aka Robert Murray it would be no sweat. Is it the fact that Rick has been to other systems and seen how they ran? Is it Rick has ran a tight ship in the past? Feel free to answer these questions, but remember talking about an affair without proof is like peeing in the wind. So answer the questions directly no left wing arbitrary spin from the lackies who are no longer in control.

I thought that there is a hiring process.....how is it that Rob Hairfield and most of Burke County already know that Rick Sherrill is coming to Burke County? My question is "where do we file the suit for the violation of fair labor laws?"

The suit can be filed when someone files one over billy anderson being hired when he had two relatives in administration, and did not go through the regular criminal background check that most employee/s would have to reveal his dwi. Yes, Rob has some and everyone knows it he did not hide it. Unlike Ray Martinat who tried to portray himself as a victim for the debts he owes. John Ervin first brought Rick Sherrill coming to town out as a measure to stop it. Funny, before Andy Anderson was hired everyone kept hearing Robert Murray had the job.Are you telling me Buddy never strongly suggested someone be looked at for a job in bcps? File your suit but it would have to be someone who applied for the job filing it. If it were that easy the citizens would have filed to have the east burke theft issue investigated by outside sources so we could see if tracy broke the law, the students for filming in a locker room, and what I would have love to have seen is David Burleson hit with obstruction of justice. He would have trust me.

That's why Hugh Blackwell and Sam Aycock got together and worked up a deal to protect them form being investigated. I guess they were afraid Billy would start squealing when the board had exhonerated him, then when John Mcdevitt could not lie for Burleson they became worried someone would stop playing the game. Burleson saying he did not see the whole video shows what a liar he is.

Yep...I agree. Our community is paying the price for a badly botched inbred investigation of a common theft. People in this county do not like the smell of a cover up....and they voiced that at the polls. How else would a guy like Hairfield get elected. They chose to allow two high level admins(who happen to be his dad and his father in law), as well as other school personnel to investigate themselves. You see, when you allow the authorities to investigate, you are not pointing a finger of guilt. You are simply showing wisdom and prudence. All they had to do was file the report and let the Sheriff and SBI do their job. Mcdevitt made it clear that was never done. Now....Coach Billy is happily working at the other end of the state and we are left with a vindictive board, a retired Anderson, and a community that is deeply and profoundly ripped. I hope it was worth it. Now, we all sit here grinding our teeth, hiding behind anonymity trying to bring each other down. We make outlandish accusations about deals and alliances and let the bile continue to rise. I have read many times hear about Raleigh coming...more criminal investigations, affairs etc. Some of the crystal ballers say Hodges to be named B Ball coach etc. Where is that announcement as promised? Is anyone willing to put differences aside...agree that mistakes have been made and start working together for the good of the community and our kids?

If any of you have looked at the new budget, did you notice that in addition to the $160,000 for Rick Sherrill, the board raised their own budget over 100%. They did this while simultaneously slashing teaching and assistant principal positions. Maybe while principals and teachers are working overtime to compensate for the loss they can feel all warm and fuzzy inside knowing that the board is getting extra travel reinbursement. I will state again: if they were not trained for the job, they should not be on the board. We don't hire high school graduates as teachers and then train them to teach at the taxpayers expense. Teachers have to pay for their own training and travel and then look for a job.

Since staff development has been cut dramatically for teachers, I would suggest their training is fine if they want to pay for it. The state mandates teachers have 15ceu's every 5 years. It does not mandate the state or the school system has to pay for it.

The school board members only make 125 dollars to put up with the onslaught of rumors and inuendo. I do not think asking for two hundred is to much. I thought at the last board meeting Mr. Wilkinson said the jobs were being done away with by attrition. This would mean to me they are not refilling positions that were once held. Yet, nothing is done to the administrations travel allowance Buddy would never go for that. I think questions should have been raised years ago when a finance officer was hired but randall was given money to get him into the position he is in, and then we pay someone to do it but randall was always over it? That is Buddy Armour ran buisness. Is Buddy still employed to draw furniture? That is what he did at Drexel. I think monday night Buddy will try to show the people he is on their side but we all know the truth. He has been pro administration for years and he will be unseated by Bryan Grady soon. Remember the lies Buddy spread about him?

The problem with these people are they have always been able to get things done with David Burleson because he has pandered to the social elite. Now, he is ineffective. This board represents all factions of Burke County not a select few. Belonging to certain clubs is honorable but does not and should not have an impact on how the board operates. I and many others think this board is headed in the right direction. If the elit do not like it start a private school system. You can have an elementary school, middle and high school and put who you want on the board and have your own administration. It is an idea to the socially distraught.

Amen, I wander what upset elit socialists are coming to monday's board meeting to raise hell about Burleson not getting what he wants. And I will bet Wilkinson and Armour will rally to David's cause. I bet 1,000 dollars that Buddy will try to tell the people he is for the taxpayers by saying it was dumb to use money for an associate's position when David did not want it. He voted for it for Andy Anderson and he can not run from the position he helped create.Buddy is not the smart man he wishes everyone to believe. Rick Sherrill is the man for the job at the right time. He may be the one who helps heal the Eastern end from the theft incident. If Rick comes he will be accepted with open arms.

RE: Socially disraught comment, if that were true(building their own schools for the socially elite, whoever that may be), there would be very few teachers and administrators left in BCPS. From what I've heard, even the few regretful teachers who actually voted in the Fab 5 are now regretting it. You are right when you say they got the votes, but they did not get the respect, and my guess is they never will.

Answer this: I do not care about your comments on the "cover up", just tell me if it was ok with anyone that this kid PUT A HIDDEN VIDEO CAMERA IN THE LOCKEROOM? These are the vile things kids are doing and putting on youtube. I do not care if BA was stealing and i do not care if they covered it up, you tell a resource officer to investigate it. I am sure anyone that has a child that could be demoralized and humiliated by an idiot student would agree. So, feel free to keep dragging this through the mud, that student will face charges too.

Please read the last line from my post above. I am not interested in more investigations, my interest is in moving on....for the sake of community harmony and the kids. I offer the discussion concerning the theft as a reason for the election results. By anyone's account...it could have been handled better. I was simply trying to make a case for healing. However...we are back to the discussion of affairs etc. So maybe we should do that...I am sure it would be productive.

I feel sorry for the people of burke county. A school board is suppose to work for the students, teachers, and administration. This one is clearly not. This school board is demoralizing teachers and administration, when they should be supporting them. They are destroying school communities by not listening to what each community needs. They need to use site based management not a dictatorship. What works at Freedom may not work at East Burke. It is burke county's school system. We need to come together on this. The board (all seven) of them need to do more listening and less preaching. Tracy you need to keep your mouth shut. You sound like a fool when you speak. The board complains because we have over paid administration. Well that is not so. They are professionals. They have degrees and have studied for many years just as the principals and teachers have. That is more than any of the members of the board. Public service people should be paid well; police, fire, emergency response and especially people in public education. This board has a hidden agenda. It is very obvious. It seems that they are getting back a everyone who has done one of there family members or friends wrong. Is hiring Rick Sherrill the solution? I don't think so. But, it is easy to see where it will go next. Burleson will be forced out. Sherrill will be your next super and then Sherrill will stab the board in the back. He is a snake in the grass a lot like Buff. I truely believe Mr. Demiter is leaving a sinking ship. Best of luck to him and his new position NOT in Burke County. The sad thing is, he will not be the only one. Burke co schools is about to have a big turnover this summer. Teacher and administrators don't like to be treated like dogs, so they will go where they are appreciated and thanked for all the hard work that they have been doing. Is bringing the incident at East Burke really worth bringing back up. There are so many things that happend with that situation, who knows what really happend or how it even happpened. What bothers me is why a cammera was in the locker room of a high school? I know that if my child had been caught on tape changing clothes, then the school system would have a serious problem. I hear that Tracy made plenty of copies. Good luck people of burke county, we are really going to need it.
