Policy Administrator?

In a time of economic recession, what the heck does BCPS need with a Policy Administrator? What is the purpose? Sounds like a made up job to me! How can they justify that when we need to cut the budget and possibly positions? Rumor has it this guy resigned form another school system under suspicious circumstances....

In the word of Hairfield himself...."Is anyone out there??"

That's a very good question that needs to be addressed in open session to the board. However, that is not the only upper level position that has been created this past year. Those others have just slid under the radar. Yes, is anyone out there? People need to look long and hard at the current trend of the 'new and improved' board, and head to the polls come November.

Anonymous said...

They will head to the polls and not for SOS! Katherine Thomas will be a candidate as reported by an sos member. There is debate about the other two although they seem to be geared up to support Buddy.Tragic mistake on their part!Hopefully they relize the people will not consider Armour again.Katherine will have a lot of support but,she has one or two things when brought to the forefront that may cost her.It is not clear whether Sam will run again, but the word is a BIG surprise may come for that seat.Someone who would win in a walk and that seat will be taken. The central could have a few surprises as well.No doubt SOS will throw gobs of money into this election but can they get two of the three seats? Time will tell, but you never know how Burke County will vote and I think the coming months may have some HUGE surprises and we all will just have to see.I dont think the current board is loved as much as they were a year ago,and the administration needs a definite change!

Anonymous said...

Armour needs to go simply because he can never gain support from the board majority. They are going to vote against him just to make the point, thereby making him totally ineffectual. And of course Buff/Norman supporters hate him. If a good candidate is found he needs to step aside.

Anonymous said...

=There is debate about the other two although they seem to be geared up to support Buddy.Tragic mistake on their part!Hopefully they relize the people will not consider Armour again.=

You are dreaming. Armour's support, both public and private, for students and teachers has brought him much more admiration than you want to admit. School personnel look forward to seeing him when he visits. When he comes to our children's school, students and teachers make it a point to speak to him. More often than not, they offer him thanks and sympathy. He doesn't wear a badge like the others because he's never there as a board member per se. He's there as a supporter. You people don't seem to realize that the more you bash this guy (considering the source), the more folks appreciate him.

But since this thread is about the policy administrator, I asked. Armour voted no.

Anonymous said...

My intention is not to bash Armour as I don't feel he is the demon some make him out to be. In my opinion he seems to be the most intelligent sitting on the the current board. But if he runs along with someone else of like mind, that will split the votes and thus allow the candidate from the 'other team' to win. That's the last thing we need.

Anonymous said...

I agree. I doubt that Mr. Armour will run. He is in his third term, and because he does have common sense, won't get in the way of someone who will help the schools and is genuinely interested in a child's well being.

Anonymous said...

Clap,Clap outstanding performance!
Get real the voting public will not give Armour the time of day!It is interesting his daughter and wife get on here to defend him.He has sucked the life blood out of education in this county.Time to go! Tracy will be going with you! Sam need not run either.People want candidates who are not liked to the current board and will seek a new administration.

Anonymous said...

Tell us, Clap Clap. Does your new administration include Rick Sherrill?

Anonymous said...

Let's not lose focus regarding the new policy administrator. Who is he/she? What is the job description? What is the justification? What is the salary? What was the vote count? Was Armour the only one who voted "no"? Was this a good board decision? How does this help students and the budget?

Anonymous said...

Yes, these are all very good questions that should be answered. It was posted elsewhere that the PA is the interim principal who was hired at Freedom. Interesting that someone can be here about 5 minutes and suddenly is put in yet another CO position.

Anonymous said...

I think all the wasteful positions should be cut.The new one two.Lets see buddy make motions to do away with all of them.Lets not lose focus from what is before us.The old board cronies, and new board cronies need to be cut once and for all!
Buddy prove you are not a hypocrite and vote against all of them, yes even your friends who have been able to suck us dry. Then you can bitch about the PA position that was just created and I am not happy over it and it will soon be known from a few letters to the editor the waste that has gone on,and is still going on.
Buddy, you better get your hatchet out!
Would you please tell me how useful these four are? Charles,Robert,Bill W,Billy Jo C ? They are your friends answer the question.
Tracy can you tell the public what the Policy Administrator does? Why did we need this position? It seems this is your pal?
I bet Buddy or Tracy can not answer, and here we will be with these deadbeats till Burleson is gone.

Anonymous said...

Well, Clap Clap, we're still waiting for your answer. Does your new administration call for Rick Sherrill to be in charge?

If memory serves, that was another unnecessary position Armour voted against. Probably why RS has no use for him.

I just noticed a poster advertising a yard sale for one of the alternative schools to pay the child nutrition dept for lunches. Is this the same child nutrition dept that pays bonuses every spring to the cafeteria employees and the employees in the purchasing and child nutrition dept. at the central office???? I can not believe that the school board would allow this. Students having a yard sale and the proceeds going to pay a dept that can give out huge bonuses to their employees. How disgraceful!!

Anonymous said...

Yes I saw the poster and this was a BOZO move! Who is responsible for holding a yard sale to pay the debt for a school ACCOUNT that spent more then they took in??????????!!!!!!!!! Please someone tell me it wasn't the child nutrition director that is over the purchasing for the school district too.

Who's watching ALL the other accounts at this school now since we know that ONE has been mismanaged???? and who is watching ALL the OTHER SCHOOL'S child nutrition accounts???

The poster said

This is absurd and termination of the one's responsible should soon follow. The child nutrition director should be called on the carpet for this! Rob,you are the finance chairman what will you do
about this? It is time to quit letting David tell you he is taking care of things.Look into this matter at once!

Anonymous said...

I thought Rick would be the answer, maybe he is not! Him not liking Buddy is a plus. Now, I think we need to let Dr.Pritchard be superintendent. It is time for a change and if helping the system is getting rid of RS so be it.I think Buddy dislikes him because he never licked Buddy's rear, and challenged former board member Jerry Yoder.Buddy is not well thought of as he thinks. But,back to the issues at hand.Buddy when will you ask these positions be eliminated? Rick Sherrill's should not be because I remember the screaming for David to have an assistant when he got Andy Anderson.Andy was more a homewrecker than Rick from what Im told by numerous Caldwell County employee's.

Anonymous said...

If he's not licking Buddy's rear, whose is he licking, Clap Clap?

So your new administration will include Mr. Sherrill as head honcho. Who else? You want to be rid of Burleson. Give us your dream team. Do you plan to keep going to surrounding counties for your lackies? Will you have a policy administrator?

Truth is, you couldn't run a pair of panty hose, let alone a school system. And you'd have to be the one to run it - just like your two idols, Tim and Tracy. They sure think they can run one.

I would not make Sherrill superintendent you self indulgent jack ass.It must pain you to know Buddy is an idiot and no one respects him.Not even the people he caters to respect him. There was a BCPS before David Burleson and will be after, and probably much better.I would only make Rick Sherrill superintendent if he promised to never join the rotary and set on all these board that does nothing except keep the super from doing his job.He is on them where people in the community will say,oh why David Burleson is everywhere, and he really cares. PR work is not what he is paid for.I say let SOS start a system of their own and pay David to run it,and buddy can sit on the board.
November 2009 the month we lose the mental basketcase board member.
Oh,Buddy, thought you were going to get me and my pal for breaking the law on telling what pharmacy you went too, and the medication you take.Been waiting on you to do something about that one.Remember to tell the DA you got it on the blog!

Patience, Clap. It takes time to build a case even with a confession. Hee Haw!

Anonymous said...

I wish you idiots would stop slamming Buddy and hold to the issues that need to be addressed. Some of you must have attention problems because you can't stay focused!!! Does anyone even care that the child nutrition dept. would benefit from a yard sale by students?? I understand that students may owe for lunches. Then address this with parents. Even better, let the CNP absorb some of the debt with the millions they have in their investment account. Or better yet, let them forgo their bonuses. Does anyone else in the school system get bonuses??? Maybe all the people names who get bonuses should be in the News Herald. Good idea, Rob. Can you handle this?? You sure would have before you were a part of this board..... I guess it's different now... you are one of them!!!

Anonymous said...

Buddy, tell it at a board meeting,It is the only way the people will find out.Tell everything you post on here that can be proven. When the case thing starts working for you, please let us know.Im betting you get nowhere with that one.

Anonymous said...

Again, I repeat, focus. Why are some of you so interested in Buddy?? He is only one person and he is not the problem. If some of you are that concerned, then he must have more power than I imagined. And if he had that much power, he would get rid Buff, Norman, Barnard, and Hairfield. Since they are still there, I just he doesn't have that much power. Soooooooo, focus, focus, focus!!!! Ask the News Herald to post the names of everyone who has or will receive bonus, incentive, etc. money in the school system this school year. You might really be surprised. Rob, get busy. You are spending money hiring people outside the county and letting bonuses be paid out the wazoo... It is time to put a stop to CNP spending their money on bonuses and then whining when students don't pay for lunches. You have plenty of money in your investment account. It is time you came clean.. Rob is there a reason you don't want to go after CNP????? Rob are you out there????

And I still haven't seen answers as to why the school bored needed to hire a "policy administrator". That couldn't be blamed on Buddy because he voted against it. Inquiring minds want to know......

Anonymous said...

It appears that some don't care about any of the true issues at hand. Are you obsessed with Buddy
Armour or what? Find a good candidate to run against him and promote him/her, but for the love of pete move on. And this is absolutely, not Buddy posting this, I don't even know him personally.
It's not like he makes any difference anyway. He and Sam vote the majority of the time against the others and visa versa. It's always going to be at least 4 to 3, so he's always outvoted regardless. Someone keeps saying it's Buddy who is posting some of this and maybe it is, I don't know. But then again maybe some of these postings are other board members or friends who do this just to distract from the real issues. Makes one wonder.

Anonymous said...

Looks like someone else feels exactly as I do. 5:38, you are exactly right. Focus on the issues not on one person who has no power. Everyone in this county needs to demand that Burke set up a website like Catawba's so that all can see what kind of money is being wasted on some of these positions. It would hit the fan then!

Anonymous said...

Speechless Sain actually can be heard saying something on part 2 of the last meeting.

I also agree with the above bloggers. Buddy is not the issue, he is only one person. Focus on personnel and salaries. Focus, focus, focus...!!! I hope no one attends the yard sale Saturday. Will the teachers get comp time, even though they are salaried. CNP needs to come clean.......

I agree, but all 7 members have been involved in breaking the public's trust, and I think a hard look at all members especially the three that will be up and may run this year, should have their votes as members looked at.Lets start from the most tenured member to the least.

Anonymous said...

Again, focus, focus, focus!!!!

Anonymous said...

Who would you vote for Board seats?

Katherine Thomas?
Debbie Penland?
??????? Who are other candidates?

Anonymous said...

Yes, teachers are off all summer, Without Pay! I'm sure if you approached your boss and asked to be laid off in the summer without pay or benefits, they would help you out.

Anonymous said...

Debbie Penland as a candidate, wont hear the gun go off.Katherine Thomas will get the elite of morganton and valdese support.Other than that who will they put up.
Back to the people who want focus on this blog.I bet if I hounded Tracy or Tim you wouldnt be screaming for focus.I do not support everything they do and have called them out many times. But,when I point out mistakes Buddy has made,we are told we need to focus. That is a hypocrite's mentality.I believe we need to point out all the flaws of board members.Past,Present, and future!

Anonymous said...

OK, so now we are maybe getting somewhere. Who is Katherine Thomas, is she really running, and what does she support? We need to have a choice this November and I for one want to know who I am voting for and what they hope to accomplish. Katherine if you are out there speak up. I want a candidate to support.

Anonymous said...

Again, the focus is gone. I now believe that Buff, Norman, and Hairfield are doing most of the blogging on this site, because the focus is always pulled awsy from the real issues and they don't want the public to know they don't have a clue. Students selling yard sale stuff to raise money for CNP. I wonder if other counties do this. I would say no. Only in Burke County. I wonder if Tony Cox and Rick Sherrill are aware of bonus money (Sounds like AIG) paid out with CNP funds. Buff, Norman and Hairfield sure know and since they are in the majority, they should do something about this. Guess they don't want to make Crystal mad.....Since Buddy isn't in the majority..............

And maybe Sherrill can explain needing a "policy administrator". I thought Sherrill was the best thing since sliced bread. Surely he can do board policies. Another waste of funds. Thanks Buff, Norman, and of course money saving Hairfield.............

Anonymous said...

I agree with 7:15 totally. Focus keeps getting purposely diverted.

Catherine Thomas said...

Why, I believe I have been “called out”!
I often visit this site as a “lurker” to get a feel for what the “Anonymous” constituency is saying about current issues and events pertaining to the school board. Yes, I am going to be running for school board in the western district. And now it seems that there are “one or two things that when brought to the forefront that may cost” me (see 4.38). That sounds ominous.
If we can actually have a dialogue about the school board or school system without getting terribly snarky, that would benefit all of us. (OK, so it wouldn’t be very much fun, but it would be the civil thing to do.) Anyone?
P.S. You are welcome to visit my blog at www.barkburke.com, and my email address is crthomasnc@gmail.com.

THE REAL ISSUES ON CATHERINE THOMAS

"I really don't want to run for school board."

"I am not a social person. I am not a politician."

Catherine Thomas said...

“I am not a social person.”

If you want to elect someone who attends every social event in the county, that wouldn’t be me.

“I am not a politician.”

If you want to elect someone who makes promises they won’t keep or threatens people to procure votes, don’t vote for me.

“I do not want to run for school board.”

If you want to elect someone because their only sense of identity in this world is the status of being a member/officer of the school board, have at it. I am running because I feel a sense of obligation to this county and to the children of this county.

If you want to continue to take statements out of context and post them here, that is up to you, too. Unless you are a "diehard" supporter of the current board leadership, I suppose there is a slight possibility that we could find some common ground. My number is in the phone book. You are welcome to call me and we can discuss.

After reading some of the comments on the blog, I certainly hope this board does not allow the yard sale to collect funds for the child nutrition department. This is horrible. I also know that the CNP has a huge amount in their investment accounts. And to think they pay out bonuses to their employees. Do other clerical employees receive bonuses like to ones in child nutrition and purchasing? If they don't they should be outraged!!! How long has this practice been going on?? School board, you should be ashamed this is happening during this economy!!!!

Maybe you should be the one to take money management since you seem to not understand the teacher pay system. Regardless of whether a teacher chooses to get paid over 10 months or 12 months, it is still a 10 month contract. So, please feel free to take 10 months of your salary and spread it over 12 months and enjoy your summer off.

Your persistent and obvious veering from the subject is quite annoying and juvenile. Of course I know this will just cause a 'bring it on idiot mentality' but you will persist regardless.

I just read catherine thomas's blog and come away scratching my head. She said she was not running to take care of David Burleson and Brian Oliver, but her father Ed Redman told people she would look after Burleson, and she said to people she wanted Brian Oliver back at Freedom. She does not scare me with a verbal confrontation because she has never went through what she will if she is elected.Law school does not prepare you for being an elected official in this county. She may see a roadblock to her campaign to be the queen B. I will not support someone who straddles the fence. Her and Ed do all the time.Good Luck Catherine, you will need it!

To 5:07:
I agree that hiring a "Policy Administrator" flies in the face of reason when our economy is going south, and the board members promised fiscal responsibility. I don't think we need to be spending money at the central office for more administrators.
I do think that the board has its reasons for hiring this person, although they may not be apparent until after Monday night's school board meeting. I think more hidden agendas will come to light ( i.e. they hired the policy administrator to take over Rick Sherrill's job when they terminate David Burleson.) I am just speculating here.
There is a "Tim Davis" with a monthly salary of $5548 (not including retirement) that has been hired, and whose status is "temporary" through June 30. (FOI) Perhaps he is the new policy administrator?

We have just been advised that the School Board has scheduled an open meeting at 5:15 P.M. on Monday, April 6th, at Patton High School to discuss in open session David Burleson's contract. NOWHERE is the meeting posted - not on the website and it has not been in the newspapers.

Ask yourself the following questions:

1. Is Rick Sherrill your choice for Superintendent of the Burke County Public School System?
2. Do you approve of the conduct of the current school board in the handling of personnel issues?
3. Do you believe that the actions of the current school board provides our teachers, staff and administration with a sense of stability and will attract and retain exemplary teachers to our county?
4. Do you believe the current school board is demonstrating sound business judgment by attempting to break an existing contract which has the potential to engage the system in a mammoth lawsuit which creates the potential for significant financial damages and penalties?
5. Do you believe the current school board possesses the wisdom to exercise appropriate judgment and allow the existing contract with David Burleson to expire in 2010, without incurring significant damages and penalties?

Whether you support David Burleson or not, we are asking you to come out and support the teachers, students and staff of the Burke County School System.

If you are concerned and care about the future of our school system, call 10 people that you know and bring them to Patton High School at 5:00 P.M. on Monday, April 6th. The meeting starts at 5:15 P.M. and we encourage you to be there early.

The future of our school system is in serious jeopardy.

Actually it is posted on front page of website as this:
The Burke County BOE will hold a special called meeting at 5:15 p.m. on Monday, April 6, 2009 with open session in the Media Center at Patton High School. The purpose of the meeting is to address the Superintendents’ contract.
But I agree with your sentiment.

Anonymous said...

If Mr. Burleson is dismissed on Monday evening, will the BCPS still have to pay his contract through 2010?

Can the meeting Monday night at 5:15 be moved to a larger room? I doubt the media center will hold all the people that might want to observe this meeting.

Anonymous said...

This meeting sounds as though it's designed to be a fiasco from the start. With the amount of attendance school board meetings draw lately, they may as well be having this thing in a bathroom stall. Come to think of it, they may be able to fit more people in a bathroom than in a media center. I'm sure we'll be hearing about this one for awhile.

how would you deal with positions in the school system,if elected, that may need to be eliminated?

Anonymous said...

It is doubtful Mr.Burleson will be terminated. He will probably be told he will not have his contract renewed after 2010.There is nothing illegal about this, and I believe it is time.I have heard he may be leaving for another job.We do not know.We will have to see.I do believe he knows he will not be brought back and has prepared to move on,after 2010.
