A year ago, Buff and Norman would have been raising holy hell if the "old board" tried to seal closed-session general accounts.

Now that those two are in the cat-bird seat, they intend to not let the public know what they have an absolute right to know. All a closed session is is an exclusion of the public during part of the scheduled open meeting. The public is still entitled to a general accounting of what went on during that session minus student names, employee names, and minus any personnel particulars.

While Buff claims he is all about learning, how does he explain why the vice-chairman was allowed in a session evidently designed for board chairmen? According to the NCSBA website, a special session was held for board chairmen only. That session occurred the day before the Personnel Law Conference began. So that means the taxpayers got to pay for her room an extra night, plus her meals, plus incidentals plus the cost of the session. How much EXTRA did that little NCSBA session cost the taxpayers?

All of those expenses are public record. Any one who asks has a right to see them for each board member attending that Raleigh conference. Get involved. Ask to see what each board member spent on that Raleigh trip.

I cannot believe DA Gaither was so compelled to make a bee-line to the school board meeting because he was concerned for the well being of Burke County's young, impressionable minds. Anyone in attendance saw him talking to Buff long before the meeting began.

Does he visit a different convenience store each evening on his way home checking to see who bought nudy magazines that day? Give me a - no, give us ALL a break!

Listening to Jay Gaither was humorous. It was obvious that he HAD NOT read the book. Was he a "planned speaker" by Tim and Tracy???? Come on!!! Anyone that listened to him could tell he was rambling....he had not read the book and had no idea what he was talking about. What a joke!!!! Sorry Tim and Tracy, Jay was NOT convincing at ALL - Guess you will need to find another speaker for your cause!!!!!!

I think I heard the Superintendent say on the audio that the FHS Media Review Committee had completed their work yesterday, and their decision is forthcoming. Let's hope the report is favorable so Ms. Dobson can take her appeal to the next level. When she gets to the LAST level, we'll see if the new majority has the guts to pull TKR. Because by then, Oprah and Jerry Springer will have wind of it. And the ACLU will have rented a room at the Comfort Inn.

I also found out that the school did NOT pull the book after the Feb. 18 board meeting. Why? It's against board policy.

Hello TKR Lovers!

Oh, goodie. It looks like we will get to witness Mr. Burleson make a decision rather than ride the fence. Unless the administration can figure out a way they can maneuver around the Media Policy, DB will have the opportunity to write his formal recommendation on what to do with TKR.

Here are my predictions on the following Media Policy Reconsideration steps.

(#2 - Freedom's committee will give an A+ to the book and tell us we just can't educate without it.)

#3 - Dobson will appeal Freedom's decision to use the book.

#4 - System MTAC will give an A+ to the book and tell us we just can't educate without it.

#5 - In an attempt to make everyone happy, DB will approve the use of TKR, but on the condition that the parents are made aware of its contents.

A reverse permission slip will be issued, meaning that parents only have to return it if they don't want their children to read it. That way the students can throw the permission slip/ informational letter in the trash can if they so choose.

Not that it matters, but the informational letter will not specify the "what a tight little sugary cunt she had"; "It's just so fucking unfair"; "one big fucking lie", etc. tidbits of profanity which the author could not leave out of his great work of fiction. Because, that's real life, you see, and it must be included. And, it must be read by our high school students. Because... we are so progressive, sophisticated and wise.

#6 - Board will decide -- ???
I guess we'll all stay tuned!

BCPS Media Policy
3. If the complainant is not satisfied with the school-based decision, he/she may appeal the decision to the System-Wide Media/Technology Advisory Committee by filing a Request for Reconsideration of School-Level Recommendation with the district Media Coordinator within ten working days after formal notification of the decision.

4. Upon receipt of the completed form, the System-Level MTAC will be convened to:

a. review the challenged material
b. survey appraisals of the material using professional reviewing resources
c. weigh the value of the material as a whole, not just on isolated passages
d. prepare a written recommendation to the superintendent.

5. The superintendent will review the recommendations of the System-Wide MTAC and RENDER A WRITTEN DECISION TO THE COMMITTEE AND TO THE COMPLAINANT.

6. Either party may appeal the SUPERINTENDENT'S DECISION to the Board of Education within five business days of receiving the SUPERINTENDENT'S DECISION. The local School Board has final authority and discretion to determine whether a challenge has merit and whether challenged material should be retained or removed.

Are you saying YOU read the book? Or just the pages that Ms. Norman dog-eared for you?

It's obvious to me that if you did read the book, you should have had a trained professional educator help you get through it so you would not be missing the key talking points of the text.

Who spoke those words regarding the specified female anatomy? Who were those words describing? WHY were those words used when other words could possibly have sufficed?

Surely as a wannabe writer, you can answer those simple questions. If not...

Maybe you should take an advanced English course at one of our high schools so you will recognize and appreciate the use of key points, literary phrases, and dialog content. There is a right way and a wrong way to study literature. I'm offering you an opportunity to learn how to do it correctly. And you're welcome to bring your skeptic friends along.

Just because literature is good does not mean that it is good for you. I propose a simple solution to this impasse. If the News Herald will publish the offending "pornographic depictions" (to accurately quote Gaither) then there should be no problem for our students. However, if the passages are too offenses for are liberal press to put on their pages then there is a problem.

Also, you've proven your ability to understand basic, literal plotlines; however, your explication of the deeper themes inherent in the novel is lacking. Your writing is repitious to say the least.

Your overall grade for you miniscule book report is D-. I'll give you some credit for trying.

By the way, no one ever said the language was appropriate for fifth graders; that analogy is ridiculous and a waste of keystrokes. If you think that tenth graders aren't mature enough to discuss the novel and the power of languag, then you are sorely underestimating our youth.

Why is it not appropriate for 5th graders? How about 9th graders? 7th graders? Who should make that determination, and what do they base the decision on?

Isn't this decision being made subjectively?

And, why were the parents of these 10th graders not consulted?

But, back to the original premise of the 11:18am post, it will be interesting to read Mr. Burleson's decision on the use of TKR in his high schools.

All interpretations of the English language are subjective, so what's your point? The arbitrary banning of any book you wish to choose is also subjective in nature.

While some situations present clear-cut choices, others create plenty of "grey area", as this particular text has. In the end, it's not about what you or I think as individuals, but what the whole of a society will accept, whether it's here in Burke County or in Kabul, Afganistan.

As for what is acceptable at a certain level in school, textbook selection is generally a collaborative effort between educators and the community. In fact, I seriously doubt that TKR was selected in a vacuum. It was likely available in state-approved high school book lists, and was also likely brought up at a multitude of educational conferences, etc.

As for why parents aren't involved in every decision made about books, would you, as a parent be willing to read every text introduced in the classroom or in the library every year to ensure the "level of quality" you imply? There are literally dozens, if not hundreds of new texts reviewed each year for use in our school system. Do you see the potential logistical issues involved? Anyone who has ever served on a committee will tell you this is not the most efficient method of doing anything, much less reading and critiquing full-length texts. Hence, we "manage by exception" when objections arise.

Yes, it will be interesting to see which way the political wind blows on this issue. However, if we start down the slippery slope of censorship, where does it end? How much more in unnecessary funds will utlimately be spent fighting the ACLU or some other "free speech" group when the lawsuits start. If we are all naive enough to think these people aren't watching this situation and just waiting to pounce, then we will get what we deserve. This isn't fear-mongering. This is fact, and these people just love to make the evening news with this type of situation.

Is all this fighting really worth it, or could this have simply been settled with a request to the teacher to provide an alternative assignment?

Think about it....

I would love to know why people feel that Scott Smith deserves to be called such names. If these people knew Dr. Smith, they would find that he is a nice, hard-working, good-humored, intelligent man with a great family. Oh yes, David Barnard is a real scary brute - one who cannot seem to get his stories straight. Remember his report on the "buzz bars" at Patton? The ones that supposedly cost $50,000 apiece? Mr. Brackett held his tongue and got the FACTS before he responded. Turns out the buss bars cost $1400 apiece (installed) and will be invaluable in terms of flexibility of use for the vocational building.

And who will ever forget his famous civics lesson? Yes, Barnard is a real intimidator. However, he needs to mumble a little further from the microphone. We don't care that he needs a beer every time he gets antsy.

Oh, and Hairfield is also a terror. Yes, he sure put Mr. Armour in his place a couple of times. Turns out old Rob can't read a statute or understand what the word "population" means. His two policy change proposals bit the dust before even getting a first reading. And his pals hung him out to dry on the let's-fire Sam-Aycock fiasco. No question about it, he represents Burke County very well. A real force to reckon with.

They delivered on that promise and here we are today with people who promise to change the friends and family tour that has plauged our system for so long. Ok, so the plan is to get rid of the "deadbeats" and the nepotism. Which from reading this blog, is pretty much every administrator and teacher who does not agree with the school board. Last I heard, there is a shortage of good teachers and administrators.

I also have read about the current nepotism. Karen Sain getting elected and her husband getting a promotion. Tim Buff's wife in the running to get promotion to DHS. And the various other you rub my back, I'll rub yours rumors out there. But keep telling yourself they are not corrupted and they are honest politicians. Don't forget to thrown in a "doing it for the children".

Meet the new board, same as the old board.

I am not from Burke co and really don't have a dog in the fight, but I do like a good fight. From what I can tell, your school board personally helping surrounding counties and systems solve their teacher shortage. Keep up the good work.

Karen's husband did get a promotion which the superintendent said he made the move.I believe the superintendent made this move to make the board lay off his back and get his way with draughn where he could name all the coaches and everyone would be happy.Burleson has learned if you cant beat um join um.I just hate that the board is to stupid to realize what took place.Scott Lambert was david's choice for football coach no matter what.They worked at Freedom together.How many more deals will david cut? Now we know why tim took karen to file for school board. He had to have two women who would believe everything he said.I am ashamed of this board because I have not seen the law layed down yet.When will it happen?

To the above comments about teachers and administration I have no problem with teachers and their is a major shortage.Adminstrators are a dime a dozen.David Burleson needs to go elsewhere and prove every one wrong that he does have a backbone and can do the right thing.He cant here because he is to into making everyone happy. If you hate the new board I dont care, they had better do what they promised the people.The only one trying is Rob and Tim needs to get out of his way. As an outsider to Burke county looking in, there is no way you can avoid accusations of nepotism. Burke County just doesn't have a lot of people moving in or moving out. You have the same families. There is going to be nepotism, no way around it. In addition to family relations, you also have church families. This just adds fuel to the fire.

Now there just happens to be two different sides accusing the other side of the same offense. The new board needs to realize they have some good people working for your schools and that they don't have to agree with you. They are the ones really helping the children, not the board.

Maybe we shouldn't let politicians run the schools.

Finally, keep in mind that "this too shall pass"

The board should look very carefully at reducing some of the jobs which are a burden on the taxpayers.They should look to increase teacher and staff salary's anually and hold off on giving central office adminstration any raises. Randall Brackett needs to be put out to pasture. The old board did everything it could to self destruct. Will the new board settle in and let things go the way they were or will they make impacting changes to bcps?

Governments reduce certain positions sometime. Example Troy Houser use to be the county's public information officer when the commisioners decided that job was no longer needed troy was told and given a few days to leave.Its called a reduction in force and Robert Bonner and Charles Cook, and Bill Woody are a few examples of what should be reduced. If they have tenure in Mr.Woody's case make him teach in the classroom.Mr.Cook should be a head custodian or custodian and let the principals hire and fire custodians.Bonner does not have tenure so he could be told you have 30 days to seek employment elsewhere. This is not being mean or crude but with the loss of jobs in the county overall the county,schools,and city or town governments should look to relieve the taxpayers expense on salary's.

Before Mr.Cook had his position the principals were in the supervision of custodians.The late Maynarnd Reese previously held this position. I think the principals should hire the people to be in their school across the board. I certainly do not mean to fire everyone and it can be done in a way that is proffesional but as I see it for now these are some moves that should be made. And if Mr. Cook has his position lifted I do not think he should recieve the same salary just to suffice him.He should be compensated for years of service and entry level position if this was done and he chose to stay.

If there is a teacher shortage in Burke County, which I don't believe there is, it exists because of the politics of individual schools and not the school board. The daily routines of our classrooms are largely determined by principals and vary greatly from school to school. Teachers don't choose a school or a system to work in because of the board.

While principals have a great deal of influence on day-to-day operations of the schools, it is Board of Education policy and actions which shape the bigger picture, when it comes to recruiting teachers.

Teacher turnover has ranged from 8-12% in Burke County (100-150 teachers per year) for the past 10 years. Many of these teachers are hired from outside the state because NC universities just aren't turning out enough new teachers to satisfy this demand (along with all the other systems in NC). After a few years, many teachers opt to leave to return to their home state for better pay, or just decide teaching isn't for them. Many teachers move to other districts with better supplements and less perceived political instability. Some will simply move on due to perceived insecurity of their jobs.

Who the heck wants to work in a system that "rules by fear"? Why would anyone want to work for a system where your personnel records can be accessed freely by board members who just might have a personal vendetta against them? Do you really think we don't need to "sell" our entire school system to these people and show them they are entering a stable work environment?

If you want to recruit the best people for any job, you have to present the image of stability, and integrity. Anything less is unacceptable.

Through the electoral process, this county has testified as to the importance it places on education, overall literacy, and good decision-making.

Yes, it's ironic that the turkey federation can police itself while the BOE cannot.

Tony Robinson has featured Tim and Tracy a couple of times in his journalistic masterpieces. I recall one article about Tim and Tracy rabbit hunting together in a neighboring county. And who could forget Tracy's first turkey kill that was plastered all over the News Herald? There was another story about the duo demonstratng turkey calls at a community house function. Then the paper featured Tim decorating his Christmas tree with turkey feathers. Every event -a true Kodac moment and Pulitzer-worthy entry.

I guess the newspaper thinks our chairman and vice chairman don't get enough recognition for their many educational contributions to our system. I'm just all swollen up inside with pride. Er, false alarm. It was just gas.

Believe me, we "babies" are just getting started. This new board is and will be under the greatest scrutiny in Burke's history. It took a Pearl Harbor to wake America up to the imperialism of Japan. It took a 9-11 to wake us up to the evil reality and intentionality of international terrorism. And yes, it has taken the election of The Four plus One to wake this county up to those who would threaten the stability and effectiveness of our school system.

Fire Dr. Scott Smith? Since his contract is public record, I discovered that with his 2006 renewal, he received NO additional money beyond what the state salary schedule permits. So the only raises he will get are what the legislature dictates, and that money will come from state funds. And guess what folks? According to the minutes, Mr. Buff and Ms. Norman STILL voted against his contract.

So are you nay-sayers upset because of his performance? You seem to know little or nothing about his performance. Or are you just jealous because he is smarter than any collective ten among you?

Wait. I know what it is. Even while in "constant counseling" and 'medicated to the max", Mr. Armour can still find school system personnel more qualified for available positions than you could ever conjure up or imagine. Certainly more qualified for their jobs than the Big Five are for theirs.

Many educators in raliegh have thought for years Burke County's school system is one of the most troublesome because of the friends and family tour. Scott Smith is paid with tax dollars theirfore he can be questioned or talked about. He and other friends of the administration have gotten their jobs through sucking up. You may hate the new board and that is fine.Many who voted for them are disgusted because they have not done their jobs. Not in the way you gutless wanders think but they have some reshaping that had better take place soon with certain positions.
If Scott Smith, David Burleson or any other people were so valuable,why is other system's not beating our doors down for them? Scott can and will face srutiny just as you profess the board will and we will all be happy. You people need to think what will happen if this board starts doing what it promised the people.It will not be paradise island for those who have had it so well in the past.

David applied at Avery and got turned down. One of the Board members of Avery saw to that. As for S Smith I do not know if he was offered a job and must take your word for it. David applied at Ashville-city schools and was not considered either. Maybe they could get in another system and should try.They are to comfortable here.I have always wanted to see what David could do in another system.He is ruined here he owes to many people. About the grandson, it was the last speech given and Mr. Burleson did not invite him up to speak. It was an awkward moment and the kid stepped up and began his speech. Grandpa did not stop him. I was responding to some previous blogger concerning family and friends of the previous board getting jobs in the system. Some people seem to be in a constant state of aggitation because Scott Smith works in the system. I have yet to hear why they don't want him in the job except that he is a friend of Buddy's. Should less qualified people be put into jobs, as in the case of Mike Kinney, because they aren't friends with or relaives with someone in the system. Personally, I would rather have the more qualified person. To answer your quesion, I am not upset about anything. I want to use this blog as it was intended, for discussions, not name calling and sour grapes rants. I agree with you about Charlotte Buff. I believe a lot of people will be upset if she is hired at Draughn.

As a parent I see David Burleson at MANY community and school functions. David is well-known across the state. All he has to do is let it be known he is looking for a move. The offers will materialize - no question about it.

Burke County Schools has done many innovative things for students that have become the model for other systems across the state. Two that quickly come to mind are Senior Projects and Burke Alternative to Suspension. Burke County was the first system to assign Senior projects to ALL seniors - not just honor students as did Mecklenburg. The SBOE took our model and ran with it.

Yes, my contacts across the state will tell you that presently, David Burleson and his administration are the only assets this school system can claim.

Our new school board is now notorious as well. It is the laughing stock of the state - worse than CMS. Ms. Norman's antics and Mr. Buff's arrogance are becoming famous - or is the word "infamous". Yes, people, our Big Five have made quite an impression already on many education people throughout this state - and none of it is good.

When Christopher Cambpell got involved in the false removal of tracy norman he wanted and wished he had never had anything to do with it. Again you will say Tracy and the students broke the law, and they could have.But, I and many others would love to see how our administration would fare as well inside the courtroom on this matter.It would not hurt me who got in trouble be it Tracy Norman,David Burleson ,Billy Anderson or any kids who may have been involved.

Anonymous 4-7 who do you think you are kidding about Rick Sherril's ability as a principal? He is not qualified to carry Danny William's jock strap much less be compared to him as a principal!! When you talk about a lot of experience, you are really saying that he is so unstable that he cannot decide what he wants to do. He took a promotion in Alexander County and lasted a total of two months before he came crawling back to East Burke. As far as his job at the coast, East Burke High School has more students than the entire system at Pamlico. A middle school student could run that little one room school system. You seem to be justifying his whore hopping because other people do it. A school system leader should have morals above reproach. After all, they are role models for the students and employees. If you doubt that he is guilty, just ride through Caldwell County about any weekend and you can see it yourself.

I had a child her had her as a principal in middle school.Every time I would try to talk to her about certain things, she was so UNGODLY RUDE and acted like she didnt care to her what I had to say.She wants all the power she can get and does not want to know any one else opinion about anything.Thats why alot of students who were supposed to go to patton decided to stay at freedom is because of the way they were treated by her in middle school.she also sent letters telling lies about some coaches who are freedom and made alot of slanderous comments due to the fact that kids wanted to stay at freedom.I know for a fact there were better candiates for that job.Now that comrade mcfarlin is at patton,she has turned things in a huge communist party and ive heard this from several people who have kids who did decide to go to patton.I also havent forgotten how she showed her butt at the freedom-patton basketball game.yelling and screaming saying freedom was running up the score so then orders the coaches not to schedule freedom next year in basketball.Then she runs off the girls basketball coach because they only won one game and then runs off an assistant football coach and then runs off the softball coach because she thought he was too hard on them.she also hired a teacher assistant who has had court issues over hitting a handicapped student.That teacher also does not have the same last name that he did at the time of the accident,plus he also teaches in the ec department at patton.I guess the don of the mafia there gets everything she wonders why students didnt come there.Its mainly because of her.It will be a cold day in hell before any of my kids every have her for a principal again.She needs to ran out of town and take her underbosses with her.

Shanda McFarlin is an awesome principal. She is a caring professional that expects the best from her students. The students at Patton High have risen to the challenge and soon that school will be one of the best high schools in the state. One of my children graduated from Freedom and the other attends Patton. The difference is night and day. Mrs. McFarlin is an incredible leader and I am thankful my child has the opportunity to attend a school under her direction.

I have also had problems with shanda.I would try to talk to her several times to talk about how to help my child do better in school and it took her a month to finally return my call.When she did finally returned it, she acted like she didnt care that my child was struggling in school and was very rude.I guess if had my child been a straight A student for came from a rich family she would have help or if they would have been a member of the little league all star team.My child is now at freedom where they have a great principal who is willing to help everone.Brian Oliver is 3 times the principal shanda is.My child isnt an athlete but I dont blame them kids one bit for wanting to stay at freedom.Better principal and better teachers.

Fact. Steve Demiter will be an Asst. Superintendent for Catawba County Schools. That will be one more Central Office salary the new majority can divide among the TA's.

Now Tim's personnel committee can put their plans to do all the recruiting, hiring, and firing into motion.

We'll let them organize and work the Job Fairs, travel to all the universities, and work directly with principals and supervisors to find the people they will need. Of course, someone will have to explain to at least two committee members what a university is.

And Tim and Company are going to need plenty of new faces in the classrooms because Mr. Demiter's exodus is just the beginning. Who is going to want to work for a school board like ours?

Tim and Rob and Tracy had better get a teaching degree and license. Plus they can put Barnard back in the classroom.

Whoever said last November's election was good for the surrounding counties knew what they were talking about.

The killing took place just off the Wolf Pit Road north of Lake James where her vehicle has been spotted on numerous occasions. When asked if she was hunting alone, she declined to comment. A favorite stalking place for the bearded goober, I mean GOBBLER, the Wolf Pit area is frequented by many hunters in search of that elusive (turkey) tail.

Yes, it's relevant. Board members should be visible - and not just when there's an academic program.

I see Sam Wilkinson and Buddy Armour at student sports events all over this county. They are there cheering for the kids on the field or on the court. I've seen them.

I've also seen Mr. Armour eat lunch at our school. I've seen him BRING lunch for some of the kids at my school.
