Rumor has it Mr.Burleson will present names for the asscociate superintendent today.He will try to make a guy by the name of Armstrong from caldwell county the man he wants.This fellow is african-american and I believe David and Buddy will try to make an issue out of this when he does not get the job.Buddy has had many chances to hire african-americans over the years in administrative roles,why wait til now?Because they are afraid of one man.We all know whom that is.Also,Larry Putnam principal at chesterfield is going to be up for human resource director.Larry is a fine man,but caution must be taken as he is very close to Burleson.In my opinion we need someone from outside the box who can be unbiased in this job.However I do support Larry over many other principals who may have applied.If he gets the job who goes to chesterfield? And last, who will be the board attorney?This could be a big change in the way administration as well as the board operates.If they hire someone who quotes the law instead of their legal opinion then our system will be in good shape.

I can not believe someone in the David Burleson,Buddy Armour camp has not told it yet.Well there will be an official announcement soon but Im surprised David made it his first reccomendation.This is the best move this board has made since terminating Sam Aycock.Now the board and principals have someone they can trust.

There is an official announcement coming soon, and it was voted on yesterday who would be the next associate superintendent.6-1 with Armour against.Adendum A was passed.It is quite funny how Armour had to try to stir up the black community to be there at the retreat to intimidate other members from voting for anyone but the Armstrong gentleman who happend to be black.Well David made a recommendation that went off without a hitch after closed session.Who do you think got the job? I know, it was the right man at the right time.No vote was taken on the attorney,or human resource director.All applications for attorney has to be in sometime this month to Mr.Buff.The rumor is Larry Putnamn is who Mr.Burleson will ask the board to consider.Also, there was talk about who would fill Joel Hastings shoes.

The difference is we DID NOT run or public office. and typing on a blog is WAY different that running a professional - vote on - public offical. But you probably think this is just as professional like the rest of the buffoons. As a compromise to the ongoing debate surrounding the district lines issue, board chair Tim Buff presented each board member with a large oversized printout of a map that he originally presented to board members on June 9.

I would like for someone to tell the public who drew the first map?The one that was used to try to kick Tracy off to begin with.Was it Mr.Armour?Any board member can go to gis and scott black will work with them.It may wind up that he has to have the county attorney Dan Kuenhart be present where no one can implicate him in any wrongdoing.Vote on a map,let Buddy,Sam vote against and move on.Buddy wants this map,and kite runner buisness to take focus off Draughn high school's construction problems as well as what administration is doing behind the scenes.This board has the majority to move on and leave Armour and Sam when he chooses in the dust.Get on with the buisness of the people that put you in office.

The following letter to the editor, "Another School Board Member Speaks Out", was submitted by Rob Hairfield. I would like to go on record and state "What a whiner" you are Rob. You criticized the school board and the school system for many, many years, finally got yourself elected, and now you want everyone to quit picking on you because you alone have the system's best interest at heart. BOLOGNA!
You, Rob, along with the other Buffoons, would not recognize a great teacher or administrator if you tripped over them. You, Rob, along with the other Fraud Four, have an agenda and you will not be content until you have shown everyone who is boss. I am a veteran teacher of 26 years in the system and you, Rob, sicken me.

On Nov. 6, 2007, the voters of Burke County for the Board of Education election turned out in record numbers. The results of that election dramatically changed the makeup of the school board. The people wanted a change in the way our system was being operated.
However, at least one board member and several administration members of the highest echelon in the Central Office refused to accept or acknowledge those results. As a consequence of this, they proceeded to make a concerted effort to undermine, delay and provide misinformation to the public as well as the employees within the system.
The intent was to discredit the newly elected members of the board and to show that those members were either unqualified or otherwise incapable of making decisions that would affect the future direction of education here.
One must realize that you cannot run a first-class operation with a second-class organization. It was time to focus on what was the true mission of our schools.
Some six years ago I read a book entitled “Leadership” by former New York City Mayor Rudy Guiliani. In that book he stated, “The school system was never going to improve until its purpose, its core mission was made clear, and that was to educate its students as well as possible. Instead, it existed to create jobs for those who worked in it and to preserve those jobs regardless of performance.”
I had no idea the good mayor had ever visited Burke County.
He went on to comment, “That is not to say there weren’t dedicated and committed individuals at every level, and that is the shame of it. Those with their hearts in the right place suffered most.”
I have lived here for more than 55 years, except for 13 years I spent in the Navy. I have tried to understand the needs of our people, not only here in Burke County, but also in the country as a whole. I have seen the waste, the abuse of power and influence and it sickens me to think that there are some individuals who are so shortsighted or pre-occupied with themselves that they are unable or unwilling to see what they are doing to our future and those who would lead us on that path.
The students of today are our replacements, the leaders of tomorrow, not just here in Burke County, but in the world. Who are we hurting the most by playing games with the minds of our youth?
It is time for the people of Burke County to hold our leaders accountable. Not just for the tax dollars - an area I have focused on for several years - but to also hold them accountable to ensure the positive results that should be attained given the millions of dollars invested in this system.
I will continue to stand for those values and principles I was instilled to believe in as a child. If I am looked upon as a board member who is undeserving of your trust and confidence, then in three more years you the people can decide who was right, and who was wrong.

So Rob, who should we hold accountable for the dismissal of a local board attorney in lieu of a gentleman from out-of-county? Past audios have placed Mr. New Guy at $175/hour or $1225 for Saturday's "retreat". Those same audios said that Mr. Old Guy charged a set fee of $250 per meeting. Pert' near $1000 difference!

As a taxpayer, it's hard to appreciate your decision-making skills there Rob. Pretty soon you will catch up to what Tracy's good decision-making and meddling cost us in legal fees.

And YOU are going to see that we get a dollar's worth of education for every dollar invested? I'm holding my breath AND my calculator.

the smart kids will graduate and leave for college and never return to burke county. there are no reasons for them to return. no new jobs are coming to burke.

this board shows no interest in the students. they are only picking on each other like little junior high girls.

Linens said Shoaf had several opportunities to return to coaching and decided on Patton. She did not coach in 2007-08 at Salisbury after being suspended for undisclosed reasons prior to the season.

As if Burke County needs another potential scandal...why would a coach with a recent suspension on record be hired as a head coach?

Former East Burke basketball coach Billy Anderson...
At the time of his 'resignation' his father was associate superintendent for the burke county school system & his father-in-law was personnel director for burke county schools.

However, the fact that Anderson had relatives in the school system’s administration did not (we repeat, DID NOT) influence the board’s decision to approve the resignation according to Superintendent David Burleson.

Once again I listen to the board audio and just sit shaking my head. According to David Burleson, there were 3 interns present at the retreat that heard all the junk that was thrown out my select board members. I was completely embarrassed by the fact that these young people were subject to such a theatrical meeting of selected board members. The meetings never cease to amaze me!! Several things I would like to point out – 1) Tracy Norman YOU ARE NOT THE VICTIM here …..BCPS children are the victims of this mess. Listening to Tracy go on and on telling the board attorney her sad little story about how the big bad board members have caused her so many problems….Oh please…...Tracy you love the limelight, the attention and the drama. Your giggling and flirting with public speakers and BCPS personnel is nothing short of disgusting. Sounds a lot like a Narcissistic Personality – which you obviously do not receive treatment for …….
A person with narcissistic personality disorder:
Reacts to criticism with feelings or rage, shame, or humiliation
Takes advantage of others to achieve own goals
Have feelings of self-importance
Exaggerates achievements and talents
Is preoccupied with fantasies of success, power, beauty, intelligence, or ideal love
Have unreasonable expectations of favorable treatment ...
Tracy if you are so “tire” just resign from the board. Now that would solve a lot of problems. But that will not happen – Tracy will never leave willing because in her own warped world she believes she is helping BCPS. A mother that is willing to leave her own children and family for the limelight is no mother to me – I believe that her ex-husband quoted her board involvement as a major problem in their marriage – of course we can all see that. Although it is humorous to listen to Tracy, who has a high school diploma (and I am sure no accounting classes), sit and question Mr. Brackett who has been in the finical department for 20+ years….this is a board member that is questioning millions of $ budget….now that is funny…..you have to admit!!! One statement that Tracy made during the meeting that has lingered with me……she stated very openly that she “does not care about the maps, does not care about the next board”……now to me if you truly cared about BCPS you would care about the future board…..just not the board during your time. As a parent of children in BCPS I plan to go to my children’s schools at the beginning of this year and hand deliver a request that my children not have ANY CONTACT with select board members. Tracy Norman has proved that she is a snake in the grass and I personally do not want her around my children at any time. I challenge other parents that feel as I do to deliver the same request to your children’s schools. Our board members are in the schools and have open access to our children – I plan to take steps to protect my children…..I hope you will do the same. Tracy is a bomb waiting to explode and I do not want that explosion in the presence of my children. Wake up Burke County – listen to the audio minutes – Tracy Norman is at the center of every controversial issues that comes along…Again Tracy YOU ARE NOT THE VICTIM…. so please stop the drama…we are all growing tired of the “poor me” crap!

AMAZING what brats we have on the board. I have to agree with the previous post that they all acted liked children, spoiled at that.

Unprofessional, poorly spoken, unfocused, and bitter.

Can you imagine them actually teaching, or leading a group of children? I can't!

Just because Burke is rural doesn't mean the face presented by elected officials has to be IGNORANCE.

Connelly Springs - The beginning of 2007 saw a continuation of the investigation into East Burke High School's former head basketball coach, Billy Anderson. Here is a timeline of the events as they were reported in The News Herald.
Nov. 29, 2006 - Anderson searches students' clothing after he said he discovered $72 was missing from his office, according to a Dec. 11, 2006 police report. The last time Anderson said he knew the money was secure in his office was at 3:15 p.m. on Nov. 28, 2006, according to the police report. At 11:15 a.m. on Nov. 29, Anderson claimed the money was missing and then went to search students' clothing.

Anderson was filmed by a hidden camera, alone in a locker room, searching through students' clothing and wallets.

Dec. 18, 2006 - Principal Rexanna Lowman submits the receipt received from all money collected by Anderson for team shoes.

It was a group receipt showing the time and date of when Anderson collected money and the amount he collected from each student and has Anderson's initials of approval. The receipt shows Anderson collected money from two students, totaling $72, on

Nov. 29, one day after the Nov. 28 date he told police he last knew the money was secure in his office.

Nov. 16 through Nov. 27, Anderson collected $846 from 27 basketball players for team shoes, Lowman said. Anderson should have turned the collected money into the school's bookkeeper daily, but did not, Lowman said.

Jan. 18, 2007 - In response to the contradicting receipts and what Anderson reported to police, he issued a written statement.

Anderson wrote, "During the process of transferring information, I made a mistake and said money was collected on the 28th of November. The correct date for that transaction was the 29th of November. This mistake caused the police report to have the wrong date."

Superintendent David Burleson investigated the video and whether Anderson was involved in any reported thefts. Burleson said based on his investigation, Anderson's written statement is a contradiction. He added that his investigation showed that the $72 was secure on Nov. 28 at 3:15 p.m. Burleson said he would reveal the rest of his investigation's results at the next school board meeting.

March 2, 2007 - Anderson resigns. The coach's decision to quit the post he's held for little over six months is an effort to put controversy and turmoil behind him, said Hugh Blackwell, Anderson's attorney. The board approved the resignation, with its conditions, 4-3. The conditions ask that the school board not seek any further investigation into Anderson's involvement in reported thefts at East Burke High, said Sam Aycock, the board's attorney.

Sept. 31, 2007 - Andy Anderson, associate superintendent and father of Billy Anderson, announces his retirement. "Thirty-five years is a long time," he said. "I felt like it was time to move on."

Column: It Is What It Is

My heart simply aches at times when I think about the Burke County public school system. I came to Burke County in 2000 and quickly realized that the public schools were some of the finest I had seen in the seven states and two countries where I had lived.
I was proud that my wife taught in Burke County public schools and that my children attended these schools. I fervently defended the work done by the school administration and the board of education against so many local people who sought to do the program harm. I placed my job on the line as people claimed that I was only protecting my wife's job (she needs no protection; she's a fantastic teacher) or ensuring my children would not receive retribution if I attacked the schools (this too, was a farce).

From this opinion page, in my column - and in editorials when it was the editorial board's position - I championed public education in Burke County and was called friend by many who now serve on the Burke County Board of Education.

Despite some public complaints by board members, I still champion public education in Burke County and believe the schools offer the best programs.

Unfortunately, board members and some administrators seem to care too much for school politics. And many times the attention paid to school politics weighs heavier than the attention directed toward students.

Case in point: the Billy Anderson resignation.

School board members accepted this resignation with conditions that legally prevent them from publicly discussing aspects of the case. Board members approved this restrictive resignation not to protect students but to protect former Coach Anderson, whose father and father-in-law are top administrators in the school system.

Early on in what was considered a school investigation of Anderson and a hidden camera video placed by students that captured the coach patting down student clothing, Coach Anderson was given differential treatment over students and school policy. During a December meeting I had with Superintendent David Burleson and East Burke Principal Rexanna Lowman, the two said to me that some officials - who they allege were in law enforcement - were not questioning Anderson's role in the video but whether the students who shot the video could be prosecuted for violating the privacy of other students.

The video was shot in an athletic dressing area at East Burke High School.

Also, during the same meeting, when I questioned Burleson and Lowman about $72 in collected shoe money reported missing, they quickly placed the blame on students. Anderson told police and school officials that he was patting down the student clothing because he was looking for $72 that was missing from his desk drawer. Burleson and Lowman both dismissed that other faculty members might have taken it, or that even Anderson could be mistaken. If the money was missing, and it was stolen, history would indicate that a student did it, both Burleson and Lowman said.

Finally, in that meeting, when I questioned why receipts were not given to students for shoe money collected - only a single sheet, no receipts would be offered later as a collection record - both Burleson and Lowman said that's just the way coaches collect money. It didn't seem to matter that the school's policy says that teachers must turn in collected money each day, it was OK for Anderson to hold on to as much as $846 for 11 days without giving receipts to protect the students, before turning it into the school office.

The defense of Anderson over student interests didn't stop there. School administrators and some board members seemed unconcerned that the former coach failed to report a driving while intoxicated conviction on his teacher employment application. Anderson later admitted to it, after it was pointed out to school officials by The News Herald. Apparently it didn't come up on the sophisticated criminal background system the schools used. It took the newspaper about five minutes and $18 to get the information on the conviction.

Then there was Burleson and Lowman both shielding Anderson from the press. Three times the coach was supposed to meet with me and reporters. He never showed. We only spoke with Burleson, Lowman and board Chairman Ray Martinat.

Finally, an e-mail sent to Burleson suggests that students were told if they discussed the East Burke thefts that they could receive in-school suspension. Of course, since the school board members and officials are legally forbidden to speak about the Anderson case - per the resignation - then no one will ever know if that was true. Students and parents refuse to talk about it as well because they say they are afraid school officials will take action against them. Given what we know, their fear seems substantiated. I'm sorry, students should not fear anything at or about school.

As I said at the top, my heart aches for the Burke County public school system. Board members, administrators or their family and friends will try to deflect this opinion back at me by calling me irresponsible, back at The News Herald for being "newsless" and back at parents and students who are nothing more than troublemakers. But the truth is the truth. Everything I have written in this piece is accurate. Everything written by the newspaper on this case is accurate. All coverage of the schools over the course of the last seven years has been accurate.

The newspaper did not change. I did not change. School officials did. And their change was for the worse, whether people want to accept that or not.

The stupid thing about the map is,if down the road a new board does not like it they can change it.As a matter of fact this board could add seats to the board or they could all go to at large districts where it will not matter where they live.The draw back would be as Mr.Barnard has stated is we would not want all of Morganton or the Rotarians having the shot at running the whole show.By doing districts it is set up to be pretty fair.Another thing is people can take up residence 30 days prior to an election in a certain district and represent them as long as they are domiciled there.It was not an issue til they thought they had Tracy on the second go around to get her ousted.All should ask what Sam Aycock billed the system for coming up with nothing about the map a year ago and why would he not urge the Ray Martinat controlled board to make an official map? Aycock was in it up to his eyeballs and he had represented Ray in his legal debacles when Hugh Blackwell was not able or available to. It stunk from the word go,and nobody has ever found who did draw the map used at the board of elections. Richard Avery says adopt the map from April 21, I say adopt a map and lets get on with it.

At least in the Anderson case, the Superintendent was the direct supervisor of principals - who, in turn, directly supervised the teachers.

The audio confirms it: NOW, since this "omniscient" board majority decided to take the principals AWAY from the superintendent and put them UNDER the charge of the associate, the new associate's wife is just one organizational step away from her husband.

These new, "brilliant" board members have essentially sent the wife packing. "Oh, welcome back to our school system, O Great and Powerful Oz! The good news is your new bosses rearranged the organization chart and now you are Master of the entire system! The bad news is your wife is fired!"

I still think that something should be done about the map being changed at the last minute. That whole issue continued to be pushed aside. It seemed as though no one wanted to push the issue of "who" did it (which we all know)and "why"(which does not make sense).
And if this is the way these board members can play crap against each other, then we as a county have made not one, but several electorial mistakes. The people of this county need anwsers not coverups. And I really think that it is time the state stepped in on this crap.
This board does not function and will not be in the best intrest of our children. Most of the board is unqualified to even be where they are. Burke County... we made mistakes in the last election. And one of them is that the board members were all voted in at the same time. They should be staggered to avoid this type of situation.

If you are a teacher, please listen to part two of the retreat audio and pay attention to Barnard's "10 point presentation".
It appears he has just now discovered Inquiry Based Education and he is all jazzed up that we, teachers, should be using this method to teach. I can only assume that he has not been in any classrooms recently since most teachers I know use this method more often than not. The scary part comes when Tracy is heard wanting to look into his ideas and implement some of them. Of course Tim is on the ball and suggests looking into it in August. I gathered from this exchange that they plan to take a break from maps, books, and not renewing contracts, to tell us what teaching methology to use in the classroom. I don't know about you but this makes me very afraid expecially since Barnard was kicked out of the teaching field and has an ax to grind with the middle school that booted him out. If you have time to listen, I would be interested in your thoughts.

I was in the audience and heard all of DB's "Four-year Plan". He prefaced his spill by saying that he has been accused of hidden agendas, so he was going to tout his "un-hidden agenda". Apparently he attended a week-long workshop in Ashville last month on teaching science which emphasized experiential application over book-learnin' - never-before tried in Burke County (note the sarcasm).

As a seasoned, now-expert educator, he also plans to have the insructional coaches evaluate the teachers instead of the principals - which, by law, cannot happen.

But it was a good speech (again, note the sarcasm). Catawba County, here I come (NO sarcasm)!

Hopefully it will be obvious to everyone that I am not a teacher. So, please forgive the question. What is an instructional coach? Do they also teach?

The instructional coach is a fairly new position in our system. They mentor new teachers and help other teachers with any problems or issues that may come up. For example, in order to help us prepare for the writing test, she taught some classes for us, brought in people to help, stayed on top of what the Department of Public Instruction was requiring, made materials for hands on activities, researched articles and passed along relevant ones to us, observed in classrooms on teachers request to give feedback and many other things that helped us greatly. She also did much of the same for all other subjects. I think they are a big help and a valuable resource but I hear differing opinions on the position from different teachers. It may also depend on who the coach is.

This is just me, but my thoughts are that it's really hard to take professional educators who are so prideful and arrogant seriously when they make spelling errors on this blog.

You may want to type your thoughts in Word or Outlook, use spell check, and then copy and paste it here.

Spell check is not only a great idea, but imperative, when creating your resume so you can go to another school system. I'm afraid they will immediately file you in File 13 if your cover letter states that you expecially want to work for Catawba Schools!

You're right I couldn't respond to the meat of your comment because I'm too much of a dimwit to understand it. I'm not a teacher, so therefore my intellect doesn't even come close to yours. I must admit that you, and all educators, are superior to me.

So, tell me, great one. Where did you get the information that "BarnYard" (since we're now calling names) was 'kicked out of the teaching field and has an ax to grind with the middle school that booted him out'? Is it rumor that he was kicked out of the teaching field, or did you hear that straight from an administrator? Or, do you have access to his personnel file?

I could be wrong, but I think the only ax he has to grind with the middle schools is that they are cranking out kids with great report cards, but many are ill-prepared for high school, hence the astronomical DROP OUT RATE in Burke County.

Maybe he's a little leery that the TRMS Principal is still insisting the teachers change the grades on report cards so the kids and their parents feel good, even though some of the students didn't deserve the grades they received. Maybe he's thinking our educators should expect more out of our students.

Naaa. You're probably right. He just spent a bunch of money to run for a position on the board, and continues to put up with all the disrespectful, ill-behaved jerks in the audience because being on the BOE is the best way he can find to get back at people within BCPS because they absolutely ruined the poor guy's life. Look at what BCPS did to him and his family - they are practically living on the streets and waiting for the scraps to be thrown out at Fatz.

Barnyard may have spent a bunch of money to run for school board but it was his wife's and not his. The principal at TRMS had more to worry about than grades when you, I mean, when he was there. There were the issues of profanity in the classroom as well as inappropriate contact between you, I mean Barnyard and female teachers and students. Now as to where I got this information, that would be from people that taught with you, I mean him, and parents. You, I mean Barnyard, couldn't even make it teaching at an alternative school, how lame is that. The personnel file may be private but people that worked with you, I mean him, know the real story. From what I understand from the audio tape of the Board Retreat, Ms. Tracy Norman made changes to the district line map without the other Board Members' knowledge. She then attempted to get the "changed" map voted on during one of the Board meetings. Mr. Armour and Mr. Wilkinson noticed the changes and have been trying to find out why the changes were made and why there was an attempt to get the "changed" map approved. For an elected Board Member to underhandedly change something and try to slide it by without advising the other elected Board Members that changes were made, is extremely sad, not to mention embarrassing for Burke County.This comes down to integrity...or...lack of integrity. And, I think that says it all for Ms. Norman. It is obvious that Ms. Norman has no integrity and should resign as a Board Member of the Burke County Schools. I encourage everyone to listen to the audio tapes that are made available after the meetings that the Board of Education attempt to have. You will be quite amazed at what you hear! It may even help you in determining who to vote for in the next School Board election.

To 8:22, July 15th...

The Board of Elections map that has been sitting in the drawer of BOE director since 1988 has been used to determine where each school board candidate has lived since that time. No one ever questioned it because all candidates accepted it WHEN THEY FILED. They accepted it when they signed on to be a candidate saying, "Yes, that's where I live and yes, those are the boundaries, and yes, if I move out of those boundaries, I will vacate my seat." EVERYONE who has ever moved out of their district as determined by that map in the past 20 years has vacated their seat because they were honorable people.

But not Tracy.

Ms. Norman's sin is three-fold: 1) She did not bother to check the map at the board of elections before she moved. 2) She never informed the board OR her constituency THAT she had moved. Do we know where she currently resides? 3)She refused to accept the validity of the old map once it told her she was out-of-district. Only at that point was this old 1988 map ever suspect.

You have a right to defend and admire Ms. Norman all you wish. But she has yet to own up to any of her mistakes or accept any of the consequences for making them. Her boss continues to defend and consecrate her every error. Why? Because he needs to maintain his sense of power and control over our school system.

Should old board members have said, "It's OK Tracy, you can live where you please"? According to the 20-year-old lines of the map at the BO Elections, she "domiciled" out of her district for over a year. Is that OK with you? It's not OK with anyone who believes that the rules should not change just because Tracy wants them to.

But this is typical behavior. Another example: she wanted to suspend the rules and ban a best-seller from the classroom. True or untrue?

And no, the school board cannot ignore the three-district rule (plus one at-large member) because that rule was set by the Legislature and can only be UNDONE by the Legislature. Only the Legislature can change the NUMBER of people serving on the BOE. And yes, the BOE can move the lines as often as they want as long as the district populations remain "roughly equal".

I do not believe that anyone has ever tried to "get rid of Tracy." When she circumvents the rules and gets caught, she wants you, her admirers, to think she is being picked on. Given the number of incidents she has been involved in, do YOU really believe she's some kind of victim? Get real.

Do you posters realize that some of the children in the county read this blog? Are you setting a good example for problem solving?

This country was founded on problem/resolution, and none of the effective changes came about by name calling!

If you can't keep it clean and on topic, go back to MySpace or the Hardees coffee hang out – I really can’t tell if you’re a child or senior citizen. And, God forbid, if you’re a teacher, please go take 12 more credit hours and do something else with your life!

I do not believe Ms. Shoaf was discussed on Saturday's Board Retreat audio. Therefore her alleged hiring is not germain to this post. Is this another planned distraction to quiet the demand as to why an unexplained and unauthorized district map was deliberately slipped past the board?

According to Mr. Avery, Ms. Norman had her reasons for such treachery...
"...Tracy on Saturday acknowledged to me that she had a second map drawn prior to the May 5 meeting and that she had a reason for having a second map made. She told me that reason, and that she chose not to reveal it in an open meeting setting in order to avoid controversy, and instead had the May 5 map created as a backup. I will not divulge her reason out of respect for her desire not to create more controversy, although I really think she should have made her concerns known in the customary manner: through asking questions and stating her reservations in the public forum of the board meeting room. I fear her choice of action may cause more controversy than that which she attempted to avoid. Two wrongs never make a right.
She did not discuss how her “backup” ended up being presented as the April 21 map by Rob Hairfield on May 5. I do not think that issue has been clarified by statements made Saturday by Rob Hairfield. I think there may be more to learn about that.
And so, I ask Tracy to consider making her reason known to the public at this time; to provide what proof she may have supporting the reason, so as to explain her actions; and to acknowledge she may have made a mistake in not bringing the matter before the board.
If she cannot show good cause for her actions, nor justification for her concerns, she should request the April 21 map be adopted and end the controversy.
I heard Tracy Norman say she did not care at this point which map gets adopted. The map proposed by Tim Buff to be voted on at the July 21 meeting meets the statutory requirements, as do the original and the altered maps.
Adopting the “April 21” map will let everyone move forward. The children of Burke County are watching."

No old map nor new map will satisfy the question as to why she and her employer felt the need to deceive their fellow board members.
That kind of stunt warrants their departure from the school board.


Isn't anyone curious as to how this ruse was uncovered?

To blogger 9:00pm, yes we are curious how a lot of things have transpired with the district map.First who drew it? Nobody can confirm this.Through years of minutes Mr.Aycock was supposed to look through he could not find which board or whom drew the map used at the board of elections.Second what did Aycock charge the system for trying to look for this info?Third, why did Ray's board not deal with this issue when it came before them after having pie thrown in their face's for trying to oust Tracy a second time.Fourth,when Mr.Hairfield began trying to make an official map,why did Mr.Armour not go with him to the GIS office to work on this.A proactive board member? I think not. Tracy should have told that she went to change the map I agree.However, Buddy should have looked at the map the night he voted for it.Now it is certain he knew that Mr.Burleson, and Mr.Aycock had drew the map the way he wanted and that is why he voted for that one.Why is Bryan Grady such a nemisis to Buddy?Buddy lied on Mr.Grady and knows he did.I think when all is said and done Buddy wants Grady and Tracy to be in the same district where they have to run against one another.If Buddy was smart and he is not,he would look and see that Mr.Grady has homes in both districts if they accepted the april 21st map and he could run in either or.It just proves that Buddy knows if running against Bryan in the central,Buddy will lose.I know Buddy will not win and his so called stand for education will not impress the voting majority to put him in office.If he was to ever run he needs to wait about 8to ten years and then maybe,just maybe he could have a chance.I do not care which map they accept.The board needs to focus on hiring an attorney,human resource director,exceptional childrens director. My question was not the history of the map or the problems from the past...but the current "ruse" that was asked by the previous post... why avoid the anwser and tell us stuff targeting Buddy. I want to know how the "ruse" of the swapped map was uncovered. And this is not Buddy so either anwser the question or don't. But do not pretend to anwser it with double talking, meaningless junk. No one will say why this type of crap is being pulled in the first place or if anything will be done about it... fine. But I thought the previous blogger was going to provide the anwser... guess I was wrong.

You keep going back to wanting to know WHO drew the original map that has been at the board of elections for a couple of decades now. Who CARES who drew it? Was it not the map all candidates agreed was correct when they filed?

You keep claiming paranoia by Buddy over Bryan Grady's whereabouts. Why can't you answer a simple question: How did Tracy get caught?

Here's another question I bet you cannot answer: If Armour had been caught living out of his distict, would he have vacated his seat? Let's find out. Have Tim draw ANOTHER map. Instead of moving the line west, move it EAST to Sequoia Hills. Let's see if Armour is as concerned about keeping HIS seat as YOU are concerned about keeping yours!

Bravo, David Barnard! You sounded cool, calm and collected when asking Buddy what his political agenda was, and brought out his hidden agenda very well.

Does Buddy really think the majority of the people think the May 5th is tainted so we need to go with the Burleson/Aycock/Armour map to make sure Buddy's '09opponent isn't in the same district as him? Does Buddy know he's as transparent as Saran Wrap? Why are you so afraid of running against this opponent?

If you're going to object to something, Buddy, be a little more calm. It just makes people think, "Buddy doth protest too much, methinks."

You people are masking the real problem here. And your reasoning skills are falling a bit short.

First of all, you have no idea whether Buddy even plans to run in 2009. Second of all, your lack of outrage at the fact that slight-of-hand was used by Ms. Norman is disturbing. Thirdly, if Aycock, Burleson, and Armour contrived the April 21 map, why would their nemesis, Mr. Hairfield, endorse it? Why would he even present it?

Lastly, Armour's rant reflects my own disgust for the tactics of this New Majority. When Hairfield finally does something right, he allows his cohorts to distort it, and then he flip-flops to disclaim it??

The content of the map is secondary to how it was passed. If this is how you want your school system governed, you and your children deserve the guaranteed fall-out.

No one, not even the Buff or Hairfield supporters, are happy about what happened at the the May 5th meeting. Whoever handed out the map without telling their peers it had a slight variation from the last meeting needs to own up to it. Was it Hairfield? If so, why not tell the members what they were voting on? I agree, it stinks, and it's disappointing.
