As a parent I attended the board of education meeting last night and was outraged at the arrogance of Tim Buff, David Barnard, Tracy Norman and Rob Hairfield. I was appalled at the manner in which Tim Buff addressed Mr. John Ervin. Mr. Ervin came to the meeting and voiced his opinion, which each and every citizen of Burke County has the right to do. I sat in disbelief as Mr. Buff made demands on this citizen to put his opinion in writing. Who does Tim Buff think he is? It appears that he thinks he is a judge sitting on a judicial board, which he is not!!!! Mr. Buff does not have the right to make demands of any citizen. Mr. Barnard needs to be reminded of his choice of words – his “by God” statement was not warranted or appreciated! What I witnessed at this board meeting is beyond words. I would encourage parents, grandparents, aunts, uncles, friends and concern citizens that want what is best for our children, to come to a board meeting. Come and witnessed the display of arrogance and ignorance – you will have to see it to believe it. I am so disappointed in Burke County – please flood Raleigh with letters and phone calls. Surely something can be done - we cannot wait for 4 years for a change, as Tracy Norman so graciously pointed out last night. Our children cannot survive this for 4 years!!!!

For decades the Burke County school board has swung between perceptions of being a rubber stamp for the superintendent or being obstructionist toward the superintendent.
Buddy Armour in a recent meeting said that when the superintendent made a recommendation for principal, the board should not vote it down without a very good reason.

How can the board make an informed vote without interviewing the candidate?

This smacks of a rubber stamp. Recently the board voted down two recommendations and voted for a third. Now they are obstructionist. Though acting in their powers, how they handled it appeared clumsy.

They have suggested ways to eliminate the awkwardness.

For one, the board has requested to sit in on interviews that the superintendent has with candidates to make their own evaluation.

They have also requested that he submit several names at a time.

Much has been said about Mr. Burleson as a professional and that he should be able to choose any candidate he wishes.

People have said he is an expert, whereas the school board members are not experts therefore they should not question his choices.

Yet the board still has the responsibility to vote on those choices. The buck stops with them, so their names are on the line.

I agree with the view that the superintendent needs to have private interviews without the board looking over his shoulder. Privacy in the interviews is important for both the superintendent and the candidate. However, in a recent letter by Kelly Rhoney she mentioned that Mr. Burleson has a committee of parents, teachers and community leaders to help him vet candidates.

So let me get this straight. The superintendent who is an educational professional and expert has a whole battalion of unelected, personally chosen, non-experts to help him vet candidates?

However, the school board who is overwhelmingly elected by the public to represent them, is not allowed to interview the candidate, but merely vote for the candidate?

That is reprehensible; that is definitely a no-win situation. If they vote for the candidate they are a rubber stamp, and if they vote against the candidate they are obstructionist. Either way, they vote blindly. We need some sunshine here.

Several people who have spoken at meetings have said that the job of the board is to decide policy. Well, it is long over due to reset the policy for choosing candidates for the principal positions. I recommend a dual interview system.

First, without a doubt, the superintendent needs to be the point man to study resumes and choose whom he is going to interview.

Some of my friends say that Mr. Burleson was the best math teacher their kids ever had. So he is a man who has had classroom experience, principal experience as well as administrative responsibilities.

He'll already have an eye for someone sensitive to these areas. He should have up to two members of his staff to sit in on the interviews to take notes and ask questions. Since he is an expert, the community advisory group is superfluous, and that really is the role of the school board to represent the community interests.

That's why we have a board elected from different sections of the county.

At the interview the committee would have copies of the resume of the candidate along with up to five letters of recommendation from five individual adults.

We can assume that this interview would encompass questions dealing directly with educational experience, classroom management, school management, etc.

After their interview, the committee of three would compile a data sheet of bulleted strengths and weaknesses with a possible brief paragraph of conclusion.

They would list their names, date and sign it.

Subsequent to their interview the school board could have three of its members interview the candidate.

All members of the board could submit questions to this committee if they desired.

This committee also would have copies of the resume and copies of the letters of recommendation. (At this time they would not have a copy of the data sheet compiled by the superintendent's office.)

They could also touch on educational questions but could ostensibly bring in questions from their varied personal backgrounds.

By having noneducational personnel asking questions you would glean a broader mix of information about the candidate that would complement what the superintendent's committee discovered.

After their interview, they, too, would compile a data sheet of the strengths and weaknesses of the candidate with closing remarks. They would list their names, date and sign it.

Each of these interviews would be private, separate and no holds barred on questions that could be ask.

No one would be allowed to discuss these interviews to anyone on the outside, not to others in the central office, not to other members of the school board, not to friends or family.

At a closed session prior to the next school board meeting, the board and superintendent and his committee would meet.

Each person present would have before them a copy of each data sheet. And that is all.

The meeting could open for discussion. The superintendent and the chair of the board's committee could make introductory comments and field questions from those present.

Preferably several candidates would have been interviewed and all their data sheets visible for discussion.

This would be an excellent time for people to share any additional information they might have on any candidate. The candidates would actually be voted on in the regular meeting following the closed session.

One set of copies of the data sheets would be filed at the central office and one set in the school board files; all other copies shredded. All would be forbidden to discuss the closed session with anyone.

A mechanism like this would be a win-win for the central office and the school board.

The superintendent would maintain his choice of candidates, the board would make more informed choices and their concerns could be dealt with privately. This is a win for candidates.

If Mrs. Lowman and Mr. Rhoney and Mr. Kenny had gone through this process and one of them chosen, their privacy and dignity would have been maintained.

A lot of concerns, rumors and bad press would have been dealt with in the process and become moot.

Whichever one of them got the job could have begun from a position of strength instead of under cloud of rancor.

Some terrible things have been said about this present board, but I think the central office has had its share of screw-ups emanating from apparent cronyism and nepotism for the past two years.

It is time for everyone to say "We're even." and move on. I hope the board will implement these or similar protocols to give them a bridge of collaboration with each other and the central office.

The parent in the above post discussed arrogance and ignorance regarding the current school board. The arrogance and underhandedness of the past school board was not mentioned. Burleson and the past boards shady handling of the EBHS theft issue should cause the current board to question anything that comes out of the superintendents mouth. HE SHOULD BE FIRED, INVESTIGATED FOR COVERING UP A CRIME, AND MADE TO APOLOGIZE FOR HIS APPARENT POOR JUDGEMENT. THE CRONYISM AND NEPOTISM THAT THE SUPERINTENDENT ALLOWED SHOULD BE GROUNDS FOR DISMISSAL IN MY OPINION.

The Bible teaches us to humble ourselves before the Lord. I've spent the last several days searching my heart through prayer in an effort to do just that.
Although I continue to stand in opposition to how the matter of naming a principal for Jimmy C. Draughn High School was handled, the manner in which I addressed this situation in my original letter was wrong.

I offer my apologies to Tim Buff, Tracy Norman, Rob Hairfield, David Barnard and Karen Sain for resorting to name-calling and insults as well as to the members of the East Burke High School staff and their families for insults implied.

I allowed hurt and anger, bitterness and the frustration of circumstance to get the best of me and must accept responsibility for that. I apologize.

To the young Miss Mecimore, who wrote in support of Mr. Rhoney, to the other young people in the Draughn High School community and to my church family, I ask that you also accept my apology.

As a role model I have failed you. Learn from my mistake for it has taught me one of life's toughest lessons.

I am so thankful that I serve a loving God who is faithful and just to forgive.

To the last two posts: 1st person. You think Burleson should be fired? How about the way tim and tracy showed a video tape that was taped in a public bathroom. THAT IS A FELONY CHARGE. They showed it to others- THAT IS A FELONY CHARGE. Dont have your nose to far up in the air. You may get crapped on for not kowing the whole truth... mainly by your precious school board. To the 2nd post that addressed glen about not posting the rhoney appology letter - still didnt want to use your name either huh? Atleast Rhoney is appologizing for hurt others feelings. Maybe Tracey should appologize to Charlotte Buff. Mrs. Rhoney was the bigger person here, and she don't bag groceries and other things for a living!

Ohhhh --- I'm just giddy with excitement! They're bringing her up on Felony Charges! I SO hope the rumors are true! All of my wildest dreams are finally coming true! I know there's no way we'll beat her in the upcoming election, so maybe this will be the way to finally be rid of someone who keeps showing the Status Quo group for who they really are! I'm so tired of being embarrassed by Tracey. Come on, everyone in the Administration "I Love David" Fan Club, let's all sing the song together -- real loud, now -- "Ding Dong, the Witch Is Dead. The wicked witch. The wicked witch. Ding Dong, the Wicked Witch is dead!" Let's not give up, everyone. Keep all those letters going to Raleigh! Who can we get off the board next? Oh, I don't think I can sleep tonight - I'm finally so hopeful! To heck with Elections. We can get a nice little Rubber Stamp Board back in place - let's get them thrown off and replaced one by one. The community advisory committee that was put together by Mr. Burleson to assist in the search for a principal of Draughn High School was done at the strong request of Mr. Buff, School Board Chairman during a recent school board meeting, after Mr. Buff and Ms. Norman voted against the superintendent's initial recommendation for principal. A review of the audio tape for this meeting would clarify this community committee's formation for you.

FELONY CHARGES AGAINST TRACY NORMAN?! I've heard the same rumor, that an investigation has begun regarding the video tape, Tracy and Tim viewed and shared with others. Finally, Tracy may get her day to explain her actions regarding this video tape. Another day in court for the Norman family. I wonder if anyone will bring up the audio tape again. The one she shared from a board personnel meeting. Too bad the initial claims were intimidated into silence! When this is investigated I'm sure Charlotte will be glad to play a part to see what more she can learn about Tracy's actions!

You can always recognize the Tim & Tracy fanclub. They want to call it even, move on, put it in the past. I'm sure they would also like us to become deaf and blind so we won't notice when Andy Hodges is named basketball coach at Draughn. I haven't forgotten the deal made by Tracy and Tim with the Coopers and I would like to hear your reactions when it becomes fact.
As to the Anderson situation that keeps being brought up. What exactly do you think was stolen and what was covered up. Anderson searched lockers looking for stolen money because I'm sure parents had been ringing his phone off the hook about their kids missing money. I, as a teacher, have searched kids, lockers, and bookbags looking for (insert expensive electronic item)because parents allowed the child to bring it to school and someone stole it. Now the parent wants the school to find it and they become outraged if we cannot find it. In all my years as a teacher, there has never been an instance where the staff or other teachers were responsible for the theft. This incident was blown up by Tim & Tracy so they would have a platform to run on.

Talk about "Status Quo" and "best buds" being promissed jobs...try this on for size. Jim Childers is hired to be the athletic director at Draughn leaving an opening for a principal at East Burke Middle. Guess who gets that job...??? Randy Sain from Icard Elementary. Guess who his wife is...??? Karen Sain, school board member (puppet)!

Libby Cooper gets the democrats behind Tim, Karen, Bernard, Rob "DWI" Hairfield so son-in-law Andy gets the b-ball job, now Karen is rewarded for her mute stance and votes with her husband getting a principalship! Sounds to me like same practices the old board was accused of...

Has our entire county gone crazy. Have you read the book, it is not a vivid scene, unless your own imagination takes you there. Where is my child's right to read something? What right do you have to violate policy when you don't allow others too. There is a policy for removing books from the bookshelve, and you should follow it. Tracy, the board can not just do what they want, when they want, that is called a DICTATORSHIP! Next will you be burning books on the courthouse square? You guys need to take care of teaching your own children morals, ethics and values and I will take care of teaching mine that. I can not believe the beautiful community that I grew up and work in has turned into such a judgemental, opinionated, holier than thou individuals, like this board. I would like to know, how many of these board members are trained teachers. Have they even seen the lesson for the book that is being taught? No because DICTATORSHIP does not work that way!!!!

In response to the above post - trained teachers are too smart to join the school board. Besides, they are far too busy keeping up the paperwork and the administration of their own schools. What was the promise to Christy Hodges that you refer to? I wonder if Karen Sain's husband will be promoted. She is the silent one on the board. I have listened to a couple of the board audio tapes, and I don't believe I've ever heard her speak.

Tracy & Tim promised Christy Hodges that if her family would support and campaign for them, Christy's husband, Andy, would get the head basketball coaching job at Draughn. He applied for that position at EBHS and did not get it. That set into motion Christy's campaign against Rexanna. Neither Rexanna or Doug Rhoney could have been bullied into keeping that agreement so a principal had to be hired that could be controlled.

community service- Services volunteered by individuals or an organization to benefit a community or its institutions. Just because you assume i am a criminal does not make you right. One thing you were right about was the bad language,and i apologize. But just so you know i'm NOT a crimial. I've never so much as gotten a ticket while driving. So dont have the adaucity to assume that everyone who does community service is a criminal. Teenagers turn in "service hours" for almost every club or Honor society they are in. So just to clarify i'm not a criminal.

After all the crap John Ervin said the other night I must respond. He asked the qualifications of all on the board. David Barnard answered him when he said we were elected- enough said. I know all members have a college education except Tracy and Tim I am not sure about them but do not care. John Ervin tried to say Rick Sherrill was not qualified to be a superintendent.What an idiot! Mr.Sherrill was a principal in our system assistant superintendent for Alexander County, Catawba and is the Superintendent for Pamlico. Maybe he is not the morganton rotary club man of the year, but he is more than qualified.David Burleson id scared if someone like him came he would take over for him.David Burleson is not what people think.He is not qualified as half the people in the state are in his position.If John Ervin is such a great attorney let him research the qualifications of all he proposed were not qualified and report back to the public.Surely he knows he must not go on heresay from the rotarians and must prove his case? Sam Aycock is the pits as an attorney. He covers Mr.Burleson and that's it.

I found it funny two Rotary club attorneys spoke monday for the good ole boys club. Tim Rooks made a little sense but John Ervin did not. And Sam Wilkinson saying David Burleson had never lied was the icing on the cake.
Who will come from the rotary to speak at the next meeting? Will they bring Sam J Ervin back from his grave to tell us all Mr.Burleson is King? It will be interesting in the near future. This board will not bow down to the click. Are people going to turn on Burleson if he can not produce for them?

To the above comment about going to the state. Go ahead some people have went to the fed's about Mr Brackett and Burleson their will be more in coming weeks. Hugh Blackwell has made promises to the people in valdese if they elect him he will change things in raliegh when it comes to school boards. He will do anything for a vote. He was Ray Martinats attorney on many of his legal problems also Sam Aycock represented Martinat. Blackwell hurt hisself by representing Billy Anderson.

There has been assertions that the FHS teacher who used The Kite Runner in class should be fired. What a shame! A teacher who picks reading material without board or community approval - how dare he!! Choice in materials (reading selections) is perhaps one of the few liberties teachers have left. So many aspects of the day are dictated to our teachers and they are confined in many ways so let us not take away their ability to choice literary selections. Our teachers are well educated individuals who have gone through the rigors of obtaining their teaching licenses. Let our teachers do their jobs.

I noted that the lady who spoke at the school board meeting concerning this book was not even a parent of a student in the class who read the book.

To the above blogger. You're right, she wasn't a parent of one of the children (but how would you know that - are you a BCPS employee who has access to the class list, blogging at 2:30pm?) She is a taxpayer. Her property taxes were used to pay for the books.

Ms. Norman is quoted as saying, "I'm not out to lynch a teacher," she said. "I just don't want to repeat this in the future." Does she not understand that the word lynch has very negative connotations! Just a short while back in Louisiana, the word lynch was used in a high school and brought with it very upset African-Americans and the media as well. I would think the word lynch is considered hate speech and Ms. Norman needs to apologize to anyone she might have offended by using it in that context.

I don't think that Mrs. Norman or other members of the board care how the words they so carelessly spout out affects other....I mean in just the last two board meetings we have David Barnard telling a citizen that he is out of his mind as well as saying "By God"....and then Tracy Norman who cannot put two grammatically correct sentences together!!! Such role models for our children!!!

Somehow I doubt anyone would come forward and admit they heard Christy admit to such a deal. Sounds more like middle school "he said, she said" stuff.

If you had any comprehension skills, you would know that no one is picking on Andy. You are probably right about no one being willing to come forward and admit to hearing Christy talk of her "deal" just as the family that heard the closed session tape were not willing to come forward. They even went so far as to make their son lie about what he had heard. I guess he dreamed the information he heard on the tape. Also, I'm not sure it is hearsay when the person involved states the information. Why don't you just watch and wait and when Andy is named head b'ball coach, wonder to yourself how we possibly knew that information this far in advance.

Why has the minutes not been posted which give full details about how rexanna and burleson coached adam hastings in how to set up tracy? The last board put east burke high on academic probation.Why did we not find this out?The east burke basketball team-boys about five were caught stealing form dicks coles and you name it.Some of the boys got defered prosecution some have not been in court yet.They are not allowed on the premises of dicks or coles in hickory.Jeff Link and Rexanna even went to watch the videos where they were caught.All this happend one year to the day billy anderson was caught stealing on film.

All minutes are public record and if any "coaching" minutes exist, you are entitled to them. A student, the son of Tracy's friend, heard the tape played at his house. (To the comprehension impaired person, that is how the two relate...both involved Tracy working a deal). The son reported this to the school and when the school investigated, the son retracted his statement. As someone said earlier, I guess he dreamed the things he heard on the tape. Things only people in closed session knew about.
What exactly did Billy Anderson steal? Also please give us more complete details about the EBHS student's behavior records because I'm sure Mrs. Lowman and Mr. Burleson somehow caused them to misbehave. Were the boys in court with Tracy's son?

I would love to see you people who have evidence against tracy step forward.If you feel the students broke the law have them charged. As for the students stealing in hickory this year, I think it is sad that they do not have leadership around them. Please charge last year's filming bandits I will give you 100 dollars, and let the fun begin! But remeber a judge will unseal it all and I do not care who gets slammed in court administration or board members!

All should be held accountable!!As a parent of a high school student/female-I am outraged that secret videotaping is allowed and even encouraged by some in this community. If it were my daughter being videotaped changing her clothes(as most students do in a high school PE locker room) it is unthinkable to consider what I would do. What would you do if it was your child who was secretly videotaped for ALL to see??

As a student athlete at East Burke high school, who also happened to have Team Sports during the period when the video was recorded I have a few things to say.

Coach Anderson was my tennis teacher and I got to know him very well. He is a good man.

Also of the two students who ILLEGALLY set up the videocamera in the wrestling locker room, only one was a wrestler and had permission to change in the wrestling locker room. ANY student changing in the wrestling locker room without a locker in the room, broke a rule already.

I also happened to see "The Video" in question minutes after it was recorded. I was shocked the video was taken in a locker room (knowing it is illegal). NO EVIDENCE whatsoever showed Billy Anderson steal anything. Simply patting down pants and checking pockets. He clearly did not take anything.

A thievery issue had been going on in the locker room a couple of ipods and some cash had been stolen the week before. So two students set up a camera in wrestlers locker pointing down on a couch in the wrestling locker room. You never even see the guy who is checking the pockets face.

I wish people who don't know anything about Coach A or what happened would stop these allegations regarding Him, Rexanna, and David Burleson.

This was blown out of proportion by 1. The News Herald

2. Ignorant parents

Most students are not smart enough to know those details.This is buddy armour or scott smith two idiots talking.However charge the students and we will get to the bottom of all things that surround this issue.If you can not charge the students with a felony shut your mouth.Your failure to do so speaks volumes as to how scared you really are.I would love to see david in front of a grand jury.

What happened was kids went home who heard this or heard that at school, stuff that was skewed concerning the locker room incident, told their parents and then all hell broke loose because parents want to feel like they are important when the issues at hand probably don't even concern their child.

Hell, Sain claims the reason shes ran for the board is because of how concerned she was over this incident.

Her daughter wasn't even near the locker room in question.

This just sounds like a platform for ignorance to rise to power. And All thats happening here is Students are suffering.

How many 5-2 votes do I have to see?

When I graduate in June, I'll have more education that half the board members in charge of mine.

Charge tracy or the children i bet david dont get out unscathed because he and rexanna threatned the children.Now before you say prove it put your name to your allegations against mrs.norman meet me at the magistrates office and we will start the process of getting to the bottom of it all.Dont sign a fake name and I will sign mine and meet you at the courthouse.Will find out all the crap and there could be many charged with something and the superintendent can be charged with obstruction.
