Kelly Rhoney's Letter

The New England Patriots weren't the only ones who missed out on an opportunity to make history this past weekend.

The once-in-a-lifetime opportunity to open a brand new high school in this county was once again pulled out from under one of Burke County's very own: Doug Rhoney.

Doug Rhoney is a life-long resident of Burke County. He's given all 18 years of his career in education to the people and children of this county.

He was a high school teacher for nine years, served as an assistant principal for two years at Table Rock Middle School, became the Principal at Ray Childers Elementary and served that community for five years before assuming the principalship at Heritage Middle School where he is currently in his third year of serving the Heritage community.

On Friday the special called meeting of the Burke County Board of Education turned out to be nothing more than an orchestrated puppet show starring Chairman Tim Buff as the puppet master, Vice-Chair Tracy Norman as his willing assistant and their supporting cast of puppets Karen Sain, Rob Hairfield and David Barnard.

In a 5-2 vote these demagogues voted not to accept the recommendation by the Superintendent for Doug Rhoney to be named Principal of Draughn High School.

This group of five, three of which have sat on the board all of two months, have the arrogance and audacity to claim to know who the best person for the principalship of Draughn High School should be more so than an interview committee comprised of parents, community representatives and central office staff; more so than the Superintendent who himself is a former North Carolina Principal of the Year and this year's Burke County Man of the Year; more so than the community that Draughn High School will serve and last but not least, more so than the two board members who reside in that community and were elected to represent the people of that community.

What an abuse of the power entrusted to them by the people of Burke County.

The mere thought that Doug Rhoney was passed over because he had no high school experience as an assistant principal or principal is absolutely ridiculous.

Any educator or individual with common sense will tell you there's no substitute for proven leadership.

Doug Rhoney is a proven leader. His track record speaks for itself. Perhaps Mr. Buff and Mrs. Norman have conveniently forgotten their vote of a little more than a year ago to approve Shanda McFarlin as the principal of Robert L. Patton High School who had absolutely no experience at the high school level whatsoever at the time of her appointment. (No offense intended to Mrs. McFarlin).

In the quest to remove David Burleson as superintendent these five have proven to the people they're willing to go to any lengths, ethical or not, to get their way.

Ultimately, they have sacrificed the best interests of the children in the Draughn community for their own selfish gain. What an injustice that's been dealt to the kids and to the community.

Speaking of community, according to Mrs. Norman, one person's voice does not represent the community. I would challenge her that neither do two disgruntled EBHS staff members, one of who's husband is a former EBHS assistant boys' basketball coach who is upset that her husband didn't get the head basketball position and the other her brother, along with their small na?ve band of conspirators. Won't it be interesting to see who's awarded the head boys' basketball position at Draughn now?

I hope the Fraudulent Five do not truly believe they've escaped accountability for their actions on this matter. They've denied two of Burke County's best the opportunity of a lifetime; they've sarcastically scoffed at the true Draughn community and its leadership; and they've placed personal agendas, vendettas and spitefulness ahead of student needs, excellent proven leadership and the future success of Draughn High School.

Whether they answer to the people or not, there's one to whom they will all answer and he knows the heart. "Be not deceived; God is not mocked: for whatsoever a man soweth, that shall he also reap." (Galatians 6:7)

I would like to thank the people of the Draughn community, the many students and the many BCPS teachers and staff for all of the phone calls, e-mails and apologies that Doug has received over the last few days. The outpouring of support for him as he walks through this valley has been overwhelming.

While we so appreciate and understand the frustration and dissatisfaction with the outcome of this situation, rest assured that we stand firm on the promise of Romans 8:28, "?all things work together for good to them that love God?" Peace comes with the faith of knowing that God has greater plans in store ahead for Doug.

Also, special thanks to Sam Wilkinson and Buddy Armour for standing up and speaking out against the improprieties that have occurred during this process.

For the Fraudulent Five I'll close with I Corinthians 10:12, "Wherefore, let him that thinketh he standeth take heed lest he fall."

Part Two-My Apologies

The Bible teaches us to humble ourselves before the Lord. I've spent the last several days searching my heart through prayer in an effort to do just that.
Although I continue to stand in opposition to how the matter of naming a principal for Jimmy C. Draughn High School was handled, the manner in which I addressed this situation in my original letter was wrong.

I offer my apologies to Tim Buff, Tracy Norman, Rob Hairfield, David Barnard and Karen Sain for resorting to name-calling and insults as well as to the members of the East Burke High School staff and their families for insults implied.

I allowed hurt and anger, bitterness and the frustration of circumstance to get the best of me and must accept responsibility for that. I apologize.

To the young Miss Mecimore, who wrote in support of Mr. Rhoney, to the other young people in the Draughn High School community and to my church family, I ask that you also accept my apology.

As a role model I have failed you. Learn from my mistake for it has taught me one of life's toughest lessons.

I am so thankful that I serve a loving God who is faithful and just to forgive.

Bravo to Kelly for a heartfelt letter in support of her husband. She has gotten to the heart of the situation and said out loud what a lot of us are thinking. If we allow the fradulent five to continue, our school system will be in ruins and no jobs will be safe. They want to show school employees who is "boss" and I believe they will stop at nothing to get their point across.

I believed Kelly Rhoney to be a good Christian woman. Her actions in this matter (be them warranted or not) make me wonder. The unchristian and unprofessional manner in which this has been handled is appauling! Kelly, I hope you get your way and are happy because you have just ruined your witness to many people. I do however strongly believe God will take care of Doug and has something better in store for him.

Since when did speaking out against injustice and the abuse of power become non-Christian or unprofessional? Jesus called the Scribes and Pharisees out on being false teachers, for using their positions for power and for control of the people. Christians are supposed to be people who will stand up for what is right regardless of consequences. Just as Doug Rhoney has done over the past few months. He stood up for the principals, teachers and students in this county and you see where it got him. Don't believe it... ask Buff why in every conversation he's had with Doug since November Buff has reminded him that he knows Doug didn't support him in the election.

As with everything else in life, there is a right way and a wrong way to handle things. Name calling (especially in a public domain such as the newspaper)and stooping to the level of your enemies is the wrong way. It makes it look like Kelly is just as "disgruntled" as the former EBHS employee she refers to and just as "selfish" as the members she is referring to as the "Fradulent Five". Speak from your heart regarding what you feel is an injustice and support your husband, but do it professionally.

bravo kelly rhoney! finally someone stands up to these clowns we have in our schoolboard. with dumb and dumber (aka norman and buff) leading the 3 blind mice i'm afraid it will fall on deaf ears. they are so arrogant and out to get anyone who has apposed them that i'm afraid this is just the beginning of their "reign of terror". did you really expect anything better from these "outstanding leaders of our community"? two of them seem to be sniffing after each other, one seems to have drinking issues and one can no longer teach in this county because he liked to curse his students and grab co-workers tail. this is what you voted for burke county so now you have to deal with it. great role models for our kids!

Thank you Kelly for acutally speaking the truth. And I completely disagree with anyone who says Kelly was unprofessional. The only people acting unprofesstional is the 5 members of the school board. Maybe they should rethink the way they have treated people, such as Mr. Burleson, Mrs. Lowman, Mr. Rhoney, and numerous members of the community. Kelly's letter was extremely heartfelt and well written. If only more people would say what they feel!! Something has got to be done before our school system that Mr. Burleson has worked almost 8 years for crumbles. I personally think it is ludacris to pass over two perfectly qualified recommendations from Mr. Burleson. It was also so disrespectful and ridiculous to put forth a second vote the very same night. Also, if Tracy Norman likes to claim the school board is now trying to listen to community since they didn't do so with the issue of naming the new school, they did a fine job turning a deaf ear to the Draughn community after decling Mrs. Lowman. I just hope the "fraudulent five" realizes what's coming. I have learned all my life that every action we take is not without a consequene.

A very good heartfelt letter Kelly. I feel for Doug not being able to fulfill his dream on becoming principal. Just keep fighting the good fight onward toward justice. Hopefully the school board's worst will wake up and smell the coffee. Hopefully then they will realize what major mistake they have caused. My condolences toward Doug again about not getting the job.

As a former student of Milton (hip)Rhoney it sickens me to see his named mentioned in praise of anything. What I remember about him is how he made a point of putting his hands on every young girl in his reach. Milton always had time for the ladies. He didnt give a shit about teaching you anything.
Kelly really showed everyone why she has no business being a school principal anywhere. The entire county was laughing in glee at her little fit. If you want to refute someone's decision making, have the common sense to offer evidence instead of feelings. Thanks Jowls Abee for giving me the opportunity to tell you what I think not only of the Rhoney family but also what I feel is a blatant attempt to blow up this school board before they even can get a start.

As far as facts instead of feelings... take your own advice. The facts here are clear. This board voted down not one but two recommendations by the superintendent; the second of which had gone through an interview process with a committee made up of central office staff and community representatives. Then in the same setting turns around and pressure the superintendent into making another recommendation. Yea, no facts there buddy!

It is understandable that Kelly and Doug are unhappy about the recent decision of the school board. I think it was "low" to attack the Cooper's through "feelings". No facts were presented. Attacking people by tossing out Bible scripture does not justify hurting others. The letter comes across as a shallow, redneck "heat of the moment" reaction. Face it... dreams don't always come true.
There will be other opportunities. Doug would have done a great job, but Mike Kinney is an excellent administrator, too. His work ethic is second to none. It is time to move on.

To the former student of Milton Rhoney...What the hell are you talking about? I too was a former student and Milton Rhoney was one of the best teacher I had. He was well liked by everyone. Sounds to me like maybe it was YOU with the problem not Milton Rhoney.

By the way, Tim Buff goes to Burkemont Baptist Church and if I'm not mistaken so does Tracy. Imagine that! Who cares where Helen Brown goes - her opinion doesn't mean squat to me. Just wait until the fradulent five rule on something that effects the western end in a negative way. Who will be crying foul then?

I have read many comments on the blog and have notice one common thread throughout my readings. Those comments supporting the "fraudulent five" are grammatically incorrect, use profanity and spout things that are completely untrue.
Another point....if Mike Kenney was the decent, excellent educator that some claim him to be...then why would such a man be willing to accept a position when even Mr. Burleson made a public statement that he still felt in his heart that he made the right recommendations with the first two nominations....but did that made an impact on Mike Kenney...not at all...because Mike Kenney also knew he was going to be named before the principal was selected...Mr. Kenney was seen having lunch with Mr. Buff just before he was named ...I would like to know which other candidates that Mr. Buff took out to lunch....makes you wonder, huh?

As for kenney taking the job I am sure there are more qualified people to be an energy resource bullshiter but that position was created for robert bonner. His and some other positions would be more worth teachers in the classroom or computers. Kenney applied same way as rhoney,he got the job. David Burleson cant deliver on promises he made to everyone now he is in a pickle. Thanks to the board for exposing this superintendent!

Kelley Rhoney's tirade left out some key issues. Disgruntled- She would fit under this category becuase she did not get east burke high when alan stephens did and left the county. She almost had the patton job and the old board would not give her the ransom she thought she was worth.

Bible Scriptures- They are nice to throw around but I would never choose to in anger. Mr. Burleson also gave a parables of jesus lesson at monday's board meeting. It is okay to use scripture with me but not to benefit one's self importance I know the scriptures too and would rather watch jimmy swaggart than listen to their garble. I think he is more ethical and can sing and play piano. Mr. Burleson needs to learn where he can make millons when he leaves Bcps.

Last, Kelley left out the one;s about adultery which would pertain to herself.

I think it is a clear assessment that most bloggers on here do not like the principal selection or the school board. As a parent could someone explain the reason Draughn seems to be getting more attention than East Burke? East Burke is a great school with well established class offerings and one of the best Athletic programs. Draughn has fresh paint and a principal. What has made Draughn the Crown Jewel of Eastern Burke County?

Check your sources. When the board left the room no one knew if that was THE VOTE. She called out from across the room to ask Demiter if he knew what was going on. She didn't "jump" him and at no time did I hear her use inappropriate language. Other folks were pretty upset. They may have let a few fly.

If parents monitored their children's activities, then the kids wouldn't see it. Of course, it's probably the schools' faults that kids see or do anything inappropriate. Insert sarcasm here.)

Teachers are constantly being told to do their jobs (and the majority of them are). Unfortunately, there aren't many people out there telling the parents that they need to do their's as well. It's so easy to blame the educational system.

I just read the apology letter from Kelly Rhoney, and although I know that she did what she felt was right in her heart, I still say "hats off to Kelly!" In Kelly's original letter all she did was state the facts that so many people wanted to say but stood in fear to voice -fear that the board would retaliate just as they did against Rexanna Lowman and Doug Rhoney. May God Bless the Rhoney family for all the stress and unnecessary anguish they have endured!

I am so proud of Mrs. Rhoney for her letter. She was my principal in 8th grade at Heritage. I think that she is an incredible person, and she had every right to say what she did. Mrs. Rhoney, I read your apology in the Feb.9 News Herald. Personally, I do not feel that you needed to apologize to that bunch. They are truly the "fraudulent 5." They have done so much damage to the Draughn community AND FAMILY, East Burke High, and many others. It's time to put an end to it. So, AMEN MRS. RHONEY!!! I totally support you!

I support Kelly, too. All this mess became her fight when the "people" re-hired Buff and brought in his three partners.

But if anything good has come from this controversy it would be that folks are finally waking up to the antics of Buff and Norman.

And so the fight will go on because folks like Tim and Tracy cannot stand to be out of the limelight. They need the attention - no matter how negative or positive. And given their education and character, they will continue to screw up. They will not be able to prevent it.

The "sleeping giant" has awakened, and I am glad. Our professional educators deserve better "bosses".

As a parent, I am not all that concerned that my kids will see these exchanges - even if some of them are vulgar and tasteless. Free speech isn't always pretty. I am more concerned that my kids would be oblivious to the conduct of Mr. Buff and Ms. Norman. Taking a page from Mr. Barnard, this is the real civics lesson our kids need to sit in on.

I have a hard time believing all the hoopla about this issue. When I was at FHS, who the principal was was irrelevant to the daily lives of students. The venomous behavior of those who disagree with the current school board reminds me of wacko Arabs marching in the streets of Tehran. And everyone knows you can't REASON with Arabs. My advice to all of you is, take a chill pill.

Good judgment should be the number one qualification needed to do this job and it is plain to see that Kellys judgement is not up to par. For decades the Burke County school board has swung between perceptions of being a rubber stamp for the superintendent or being obstructionist toward the superintendent.
Buddy Armour in a recent meeting said that when the superintendent made a recommendation for principal, the board should not vote it down without a very good reason.

How can the board make an informed vote without interviewing the candidate?

This smacks of a rubber stamp. Recently the board voted down two recommendations and voted for a third. Now they are obstructionist. Though acting in their powers, how they handled it appeared clumsy.

They have suggested ways to eliminate the awkwardness.

For one, the board has requested to sit in on interviews that the superintendent has with candidates to make their own evaluation.

They have also requested that he submit several names at a time.

Much has been said about Mr. Burleson as a professional and that he should be able to choose any candidate he wishes.

People have said he is an expert, whereas the school board members are not experts therefore they should not question his choices.

Yet the board still has the responsibility to vote on those choices. The buck stops with them, so their names are on the line.

I agree with the view that the superintendent needs to have private interviews without the board looking over his shoulder. Privacy in the interviews is important for both the superintendent and the candidate. However, in a recent letter by Kelly Rhoney she mentioned that Mr. Burleson has a committee of parents, teachers and community leaders to help him vet candidates.

So let me get this straight. The superintendent who is an educational professional and expert has a whole battalion of unelected, personally chosen, non-experts to help him vet candidates?

However, the school board who is overwhelmingly elected by the public to represent them, is not allowed to interview the candidate, but merely vote for the candidate?

That is reprehensible; that is definitely a no-win situation. If they vote for the candidate they are a rubber stamp, and if they vote against the candidate they are obstructionist. Either way, they vote blindly. We need some sunshine here.

Several people who have spoken at meetings have said that the job of the board is to decide policy. Well, it is long over due to reset the policy for choosing candidates for the principal positions. I recommend a dual interview system.

First, without a doubt, the superintendent needs to be the point man to study resumes and choose whom he is going to interview.

Some of my friends say that Mr. Burleson was the best math teacher their kids ever had. So he is a man who has had classroom experience, principal experience as well as administrative responsibilities.

He'll already have an eye for someone sensitive to these areas. He should have up to two members of his staff to sit in on the interviews to take notes and ask questions. Since he is an expert, the community advisory group is superfluous, and that really is the role of the school board to represent the community interests.

That's why we have a board elected from different sections of the county.

At the interview the committee would have copies of the resume of the candidate along with up to five letters of recommendation from five individual adults.

We can assume that this interview would encompass questions dealing directly with educational experience, classroom management, school management, etc.

After their interview, the committee of three would compile a data sheet of bulleted strengths and weaknesses with a possible brief paragraph of conclusion.

They would list their names, date and sign it.

Subsequent to their interview the school board could have three of its members interview the candidate.

All members of the board could submit questions to this committee if they desired.

This committee also would have copies of the resume and copies of the letters of recommendation. (At this time they would not have a copy of the data sheet compiled by the superintendent's office.)

They could also touch on educational questions but could ostensibly bring in questions from their varied personal backgrounds.

By having noneducational personnel asking questions you would glean a broader mix of information about the candidate that would complement what the superintendent's committee discovered.

After their interview, they, too, would compile a data sheet of the strengths and weaknesses of the candidate with closing remarks. They would list their names, date and sign it.

Each of these interviews would be private, separate and no holds barred on questions that could be ask.

No one would be allowed to discuss these interviews to anyone on the outside, not to others in the central office, not to other members of the school board, not to friends or family.

At a closed session prior to the next school board meeting, the board and superintendent and his committee would meet.

Each person present would have before them a copy of each data sheet. And that is all.

The meeting could open for discussion. The superintendent and the chair of the board's committee could make introductory comments and field questions from those present.

Preferably several candidates would have been interviewed and all their data sheets visible for discussion.

This would be an excellent time for people to share any additional information they might have on any candidate. The candidates would actually be voted on in the regular meeting following the closed session.

One set of copies of the data sheets would be filed at the central office and one set in the school board files; all other copies shredded. All would be forbidden to discuss the closed session with anyone.

A mechanism like this would be a win-win for the central office and the school board.

The superintendent would maintain his choice of candidates, the board would make more informed choices and their concerns could be dealt with privately. This is a win for candidates.

If Mrs. Lowman and Mr. Rhoney and Mr. Kenny had gone through this process and one of them chosen, their privacy and dignity would have been maintained.

A lot of concerns, rumors and bad press would have been dealt with in the process and become moot.

Whichever one of them got the job could have begun from a position of strength instead of under cloud of rancor.

Some terrible things have been said about this present board, but I think the central office has had its share of screw-ups emanating from apparent cronyism and nepotism for the past two years.

It is time for everyone to say "We're even." and move on. I hope the board will implement these or similar protocols to give them a bridge of collaboration with each other and the central office.

The Bible teaches us to humble ourselves before the Lord. I've spent the last several days searching my heart through prayer in an effort to do just that.
Although I continue to stand in opposition to how the matter of naming a principal for Jimmy C. Draughn High School was handled, the manner in which I addressed this situation in my original letter was wrong.

I offer my apologies to Tim Buff, Tracy Norman, Rob Hairfield, David Barnard and Karen Sain for resorting to name-calling and insults as well as to the members of the East Burke High School staff and their families for insults implied.

I allowed hurt and anger, bitterness and the frustration of circumstance to get the best of me and must accept responsibility for that. I apologize.

To the young Miss Mecimore, who wrote in support of Mr. Rhoney, to the other young people in the Draughn High School community and to my church family, I ask that you also accept my apology.

As a role model I have failed you. Learn from my mistake for it has taught me one of life's toughest lessons.

I am so thankful that I serve a loving God who is faithful and just to forgive.

Kelly NO more apologies you did not do anything wrong. YOU TOLD THE TRUTH. Doug was the only man for the job. Its Burke County LOSE. Thanks to the school bored.
